Tab 4 - Approach / Methodology
verification, constructability review, estimate reconciliation, comment tracking, and an independent
final-readiness review. Deliverables will be checked for technical accuracy, completeness, consistency,
usability, and compliance with City, County, State, and federal requirements.
Complaint and Issue Resolution
CTS will maintain a clear process for concerns raised by the City, residents, businesses, reviewing
agencies, contractors, or other stakeholders.
Complaints and issues will be documented in an issue log, acknowledged promptly, and brought to the
attention of the City’s Project Manager. The Contract Manager will identify the responsible technical
lead, evaluate the cause and potential impacts, and recommend a corrective action and resolution
date. Matters involving public safety, loss of access, service interruption, flooding, schedule delay, or
potential cost growth will be elevated immediately.
CTS will track each matter through corrective action, document communications and decisions, and
confirm closure with the City’s Project Manager. Recurring issues will be reviewed for lessons learned and
incorporated into subsequent assignments so the same concern is not repeated. This process gives the
City transparency, accountability, and a documented path from initial concern through final resolution.
Our Commitment to the City
CTS will function as an extension of City staff, focused on practical solutions, dependable
delivery, and keeping every assignment moving toward implementation.
Right-Sized Methodology: Each assignment receives a task-specific approach matched to the City’s
objectives, complexity, and budget.
One Accountable Team: Clear leadership and integrated civil, survey, and transportation
coordination from authorization through closeout.
Schedule Focused: Early identification of critical-path items, proactive staffing, and continuous
schedule and budget monitoring.
Issues Resolved Quickly: Direct communication, documented issue tracking, and prompt escalation
of matters affecting safety, cost, schedule, or City operations.
