For more specifics about our capabilities and experience in these services, please see our write-ups in the <br />Demonstration of Qualifications section earlier in Tab 2 and the Project List section later in Tab 2. <br />As Prime: <br />• Landscape Architects <br />• General Civil Engineers <br />• Surveyors and Mapping <br />• Transportation/Transit/Traffic Engineering <br />• Construction Engineering & Inspection (CEI) Services <br />• Professional Grant Writing <br />• Construction/Project Management/Administration <br />Understanding of Issues <br />The CGA team has engineering knowledge and experience working in South Florida barrier islands with aging infrastructure and sea level rise. The team understands that the City has areas that need <br />infrastructure upgrades to support the sea level rise, redevelopment, and has areas that simply are approaching their useful life and require proper upgrades and/or maintenance. These types of <br />improvements/upgrades require the City to prepare their capital improvement plans, infrastructure, codes, and staff. <br />The CGA Team has familiarized themselves with the City’s goals to foster sustainable growth, expand and upgrade aging infrastructure, and improve transportation mobility and connectivity for all users. <br />We have identified numerous projects that are very similar in nature to our successful past projects with the city and other municipalities and have included the relevant information in our submittal package. <br />Understanding of Tasks <br />The tasks encompassed within this continuing contract pertain to municipal projects where individual construction costs do not exceed the statutory threshold of $7.5 million, and study activities where <br />individual fees do not exceed $500,000. CGA understands that work will be assigned on an as-needed basis via specific task orders, requiring seamless coordination, technical excellence, and strict <br />adherence to local, state, and federal regulations. The relevant tasks can be categorized as follows: <br />• Facilities, Lands, and Buildings: Providing designs, condition assessments, space planning, and ADA compliance for municipal buildings, parks, and facilities. <br />• Roadway & Drainage Improvements: Executing general civil and street engineering tasks, including roadway design, stormwater management, conversion of stormwater wells to pressurized wells <br />with added pumps, water distribution systems, and wastewater collection systems. CGA was Engineer or Record for a recently completed City stormwater pump station rehabilitation project in the <br />Golden Shores neighborhood. <br />• Parks and Open Space (Landscape Architecture): Delivering sustainable landscape architecture, active and passive park design, beach and dunescaping, irrigation design, and urban design plans <br />utilizing Florida-friendly landscaping principles. <br />• Emergency & Grant Support: Assisting the City with addressing Public Law 84-99 (Flood Control and Coastal Emergency Act) assessments, emergency funding support following storm events, and <br />coordination with regulatory agencies such as DERM, FDEP, and the Army Corps of Engineers (ACOE). <br />• Multimodal Planning & Traffic Operations: Conducting transportation planning, complete streets design, corridor studies, parking demand evaluations, traffic impact studies, signal timing optimization, <br />and Intelligent Transportation Systems (ITS) planning. <br />• Interagency Coordination: Maintaining continuous liaison and collaboration with Miami-Dade County Transit, the Metropolitan Planning Organization (MPO), the Florida Department of Transportation <br />(FDOT), and local community organizations. <br />• Field Inspection & Materials Testing: Providing rigorous contract administration, site inspections, and materials sampling and testing covering structural, building, plumbing, mechanical, electrical, <br />and roofing disciplines. <br />• Grant Writing & Project Management: Assisting City staff with professional grant writing, pre-construction services, cost estimating, constructability reviews, and comprehensive project administration <br />from bidding through closeout. <br />Project Execution Methodology: Phased Deliverables <br />To ensure systematic quality control and alignment with City expectations, CGA approaches each assigned task through a structured, five-phase delivery model: <br />• Phase 1: Study and Report: Reviewing regulatory requirements, evaluating alternative solutions, preparing a comprehensive findings report, and establishing a detailed estimate of Total Project and <br />Construction Costs. <br />• Phase 2: Preliminary Design: Developing preliminary design documents, final design criteria, outline specifications, and updated cost estimates for formal review and acceptance by City staff. <br />• Phase 3: Final Design / Construction Documents: Producing complete working drawings, technical specifications, and permit application support documents across all required engineering and <br />architectural disciplines, complete with reviews at milestone stages (30%, 60%, 90%, and 100%). <br />• Phase 4: Permitting, Bidding, and Negotiation: Assisting the City through pre-bid conferences, issuing necessary addenda, evaluating contractor bids, and securing all required local, county, and <br />state permits. <br />• Phase 5: Construction Administration Services: Guarding the City against defects and deficiencies, reviewing contractor applications for payment, evaluating change orders, responding to Requests <br />for Information (RFIs), and delivering accurate as-built CADD drawings upon project completion. <br />Through this task understanding, CGA commits to serving as a trusted, proactive extension of the City’s staff, ensuring every project is executed efficiently, within budget, and to the highest standards of <br />professional quality. <br />Schedule of Proposed Services <br />Via Sub-Consultants: <br />• Mechanical, HVAC & Plumbing Engineers <br />• Structural Engineering Services <br />• Financial, Economic, and Rate Studies <br />• Traffic Data Collection <br />• Geotechnical Engineering <br />• Subsurface Utility Exploration (SUE) <br />• Materials Sampling and Testing
