This <br />tidally influenced basin is bounded by Hallandale Beach Boulevard, S Dixie Highway, SW 11th <br />Street and SW 8th Avenue in the City of Hallandale Beach, FL. Land uses within the study area <br />are primarily single-family residential. There are a number of drainage facilities within the <br />project area with limited conveyance to the existing Schaffer Canal. The conveyance system is <br />subject to the effects of tidal fluctuation. Consequently, at high tide there is virtually no head <br />available to drain the basin. The lack of conveyance capacity within this system has led to <br />multiple Severe Repetitive Loss (RL) properties and the complete inundation of the roadway <br />system for extended periods during storm events of lesser frequency than that required by <br />SFWMD. Using ICPR, CGA modeled and designed an improved drainage system conveying <br />water to a new duplex pump station located in the Schaffer Canal which is connected to a <br />total of 17 deep injection drainage wells. The new wells are pressurized with 15 feet of head <br />in order to produce the necessary discharge into the G-III aquifer. Additionally, as part of the <br />permitting requirements, a complex monitoring system will be installed to allow for real time <br />review of pressure data at each drainage well along with monitoring wells installed within the <br />project area to record ground water levels. The existing gravity outfall will be modified with the <br />installation of four (4) “backflow” flap gates in a control structure at the downstream ends of <br />the gravity system. The flap gates are designed to stop the tidal water from flowing back into <br />the gravity system at higher tides. The project was permitted through FDEP and the Broward <br />County Environmental Protection and Growth Management Division. <br />A large generator was constructed for the pump station to allow for continuous operation even <br />during power outages. The permanent generator, which is set above FEMA flood elevations, <br />was wrapped with a nature design to help blend with the neighborhood. The pump station <br />and control structures were finished with native plantings to blend with the surrounding <br />neighborhood. <br />CGA, in conjunction with the City of Hallandale Beach, worked with FEMA to get an expansion <br />approved for the existing HMGP grant.
