Project Information Title | Description <br />Client Contact <br />Lake Asbury Municipal Service <br />BenefitDistrict <br />Alton Davis <br />276 Branscomb Rd <br />Green Cove Springs, FL 32043- <br />5250 <br />P: 386.775.5408 <br />E: alton.davis@lamsbd.com <br />Completion Date <br /> Ongoing <br />Relevant Services <br />Environmental Documentation, <br />Agency Coordination, Natural <br />Resources, Surveying, <br />Permitting <br />Lake Asbury Dam Complex Rehabilitation <br />Lake Asbury, FL <br />CEDwashiredbytheLakeAsburyMunicipalServiceBenefitDistrict <br />(LAMSBD) to assist them with the rehabilitation of a dam system they own, <br />operate,andmaintain.TheLakeAsburyComplexcontainsa3.6sq.miles <br />watershed area and includes Lake Asbury North, Lake Asbury South, Lake <br />Larc,andLakeRyanDams.TheNorthandSouthDamsareclassifiedbythe <br />State as High Hazard Potential Dams meaning that their failure would likely <br />resultinthelossofatleastonehumanlife.Professionalservicesofferedby <br />the team are being provided in phases, and to date have included review <br />of grant opportunities; safety inspections; supplemental survey; review of <br />prior engineering reports, Emergency ActionPlan, updated hydrologic and <br />hydraulic analyses; recommended approaches for the dam rehabilitation; <br />coordination with state dam safety regulators; and cost estimates. <br />CED has performed new comprehensive hydrologic and hydraulic analyses to <br />supportFDEPandSJRWMDdamsafetyregulations.ThisincludedaHEC-HMS <br />hydrologicmodelwithsitespecific24-hourProbableMaximumPrecipitation <br />forinflowhydrographdevelopment;a2-dimensionalHEC-RAShydraulic <br />modelforroutingtheinflowsandbreachwaves;downstreamtributary <br />tailwater conditions coincident with a dam breach event; development of <br />dam breach parameters and initial conditions; and recommended Spillway <br />DesignFlood(SDF)forrehabilitationofthedams.TheProbableMaximum <br />Flood (PMF) was selected as the SDF for the North Lake Asbury Dam based <br />onadambreachanalysisofseveraltrialswheredifferentfractionsofthe <br />PMF were run with a narrow range of downstream tailwater conditions <br />ontheBlackCreekTributarythattheLakeAsburyComplexdrainsinto. <br />Preliminary inundation mapping was prepared to show the extents of the <br />SDF non-breach and breach conditions. <br />An Innovative Approach.... <br />CEDisafullycapablemulti-disciplinaryfirmthatprovides <br />turn-key services across a wide spectrum of technical <br />capabilities. One service line that is frequently utilized by <br />other municipalities is our grant services team. We have a dedicated <br />team of full-time professionals that pursue grant opportunities <br />formunicipalclientsjustliketheCityofSunnyIslesBeach.More <br />importantly, our professionals regularly interface with our grants <br />stafftomakesurethatourdesignsanddeliverablesaregiving <br />Cityprojectsthebestlikelihoodofreceivingfundingfromgrant <br />opportunities.
