Colliers Engineering & Design   20 <br />Key Personnel <br />For this contract, we have structured the team to be led <br />byourProjectManager,Bryant Facey, PE, who will be <br />supportedbythecoremanagementteamofqualified <br />Engineering,Survey,SUE,Environmental,Geotechnical, <br />andCEIleads.Thisallowsforaninternalandexternal <br />streamlined process. CED values our clients and strives to <br />build a positive and trust-based working relationship. We <br />believe the core management team structure best serves <br />this goal. <br />CED’sproposedkeystaffhaveworkedtogether <br />onmultipleprojectsandsimilaron-callcontracts <br />and performed a wide range surveying & mapping <br />assignments for over a decade. <br />Key Personnel <br />Gregory Stevens, PE will serve as the <br />Principal-in-Charge. Mr. Stevens has over <br />21 years of experience, and has managed <br />municipalandFDOTprojectsacrossthe <br />state of Florida for his entire career. He has <br />organizedandexecutedCMTtasks,grantcompliance <br />tasks, geotechnical construction materials testing tasks, <br />environmental testing tests, inspections tasks and a <br />numberofspecialtytasksduringconstructionprojects. <br />Mr.Stevenshasmanagedprojectsforagenciesincluding <br />City of Sarasota, Manatee County, Sarasota County, <br />FDOT,CityofTampa,ManateeCounty,CharlotteCounty, <br />HillsboroughCounty,FDOTDistrict1,CharlotteCounty <br />Utilities,amongmanyothers. <br />Bryant Facey, PE will serve as the Project <br />Manager and Primary Point of Contact. Mr. <br />FaceyisaSeniorProjectManagerandLead <br />Water/Wastewater design engineer with 20 <br />years of experience in planning, design, <br />permitting and regulatory compliance, and construction <br />administrationofmunicipalcivilandutilityprojectsfor <br />governmental clients throughout Florida and the <br />Southeast.Pastprojectshaveincludedstandardand <br />alternativedeliverymethodsofprojectstoimprovea <br />utilities’ water, wastewater, and stormwater <br />infrastructure,rangingfromnewgreenfielddesignsto <br />replacement/rehabilitation of aging public infrastructure <br />and treatment facilities. <br />John Walton, PE will serve as a QA/QC <br />Manager for this contract. With decades of <br />experience in geotechnical engineering and <br />civil construction, Mr. Walton has led <br />explorationprogramsanddesigneffortsfora <br />widerangeofprojects,helpingclientsnavigatecomplex <br />subsurface conditions and manage geotechnical risk <br />through practical, constructible solutions. His career <br />spansnumerousmarketsandprojecttypes.Licensedin <br />multiple states, John works closely with multidisciplinary <br />designteams,projectmanagers,andcontractorsto <br />deliver technically sound recommendations while <br />maintainingclear,confidentcommunicationwithall <br />stakeholders. <br />Michael Ehrhart, PSM will serve as a QA/QC <br />Manager for this contract. Mr. Ehrhart is the <br />Southeast Regional Manager with over 19 <br />yearsofprojectmanagementexperiencefora <br />widearrayofsurveyprojects,including <br />topographicandtunnelverificationsurveys;GISbased <br />structure inventory; property line restoration, public <br />recordsresearch;andFDOTsurveys.Mr.Ehrhartis <br />responsible for implementing and leveraging advanced <br />technologies into current operations to control costs, <br />reduce scheduling, and increase safety. <br />Eugene Collings-Bonfill, PE, PSM will serve <br />as the Civil Engineering Lead. Mr. Collings- <br />Bonfill,PE,PSMbringsover26yearsof <br />comprehensive experience in the engineering <br />and construction industry, with expertise <br />spanning surveying, engineering design, program and <br />projectmanagement,andconstructionoversight.His <br />career has been largely focused on municipal <br />infrastructure, with a strong emphasis on parks and <br />publicspaces.Notably,Mr.Collings-Bonfillservedasthe <br />Program Manager for the City of Doral’s Parks Bond <br />Program, where he was responsible for the day-to-day <br />planning, coordination, and execution of multiple park <br />improvementprojectsunderthebondinitiative.Inthis <br />role,heledthesuccessfuldeliveryofthemajorityofthe <br />City’sbond-fundedprojects,manyofwhichwere <br />completed ahead of schedule and under budget. His <br />proven ability to manage complex, multi-stakeholder <br />projectswithinapublicagencyframeworkmakeshim <br />uniquelyqualifiedtosupporttheCityofFortLauderdale’s <br />Parks Bond Program. He understands the importance of <br />aligningprojectdeliverywithbondcompliance, <br />communityexpectations,andCityobjectives—ensuring <br />transparency,fiscalresponsibility,andtimelyexecution <br />across all phases of program implementation. <br />Aimara Diaz La Rosa, PSM will serve as the <br />Survey & Mapping Lead. Ms. Diaz La Rosa <br />has more than 25 years of experience in <br />surveying and mapping for commercial, <br />residential, and governmental clients <br />including right- of-way mapping, subdivision platting, <br />designsurveys,variousconstructionsprojects, <br />topographic surveys for water and sewer departments, <br />andvariousboundary,topographicandspecificpurpose <br />surveyprojectsforprivateclients,publicagencies,and <br />developers. Her experience also includes review of <br />control surveys, right-of-way maps, and design surveys <br />whileemployedatFDOTD6SurveyingandMapping <br />office.
