Backed by our on-going experience <br />serving as municipal engineering consultants, we <br />understand the responsibility for transparent planning <br />andaccountabilitywhenusingpublicfunds.Utilizing <br />specializedfinancialtrackingsoftware,wecloselymonitor <br />our labor and expenses on a weekly basis allowing our <br />projectmanagertoproactivelyrespondandcontrol <br />ourcontractcosts.Ourprojectmanagementteam <br />holdweeklymeetings,toreviewprojectschedules,and <br />allowsflexibilitywithmovingstaffandresourcesto <br />addressprojectschedulesandupcomingmilestones. <br />ThroughoutdesignandourQualityAssurance/Quality <br />Control management program, we utilize our CEI team <br />to collaborate on constructability and value engineering <br />perspectives.Wealsohavestaffexperiencedinlifecycle <br />analysis, sustainability, and resiliency. <br />CED relies heavily on internal/external communication, <br />internal milestone development and controls, and <br />scheduling software to ensure that we deliver on time <br />andwithinbudget.Thesemanagementcontrolsare <br />further described in concert with time-tested procedures <br />utilized by CED below: <br />Contract Management <br />CED will be responsible for reviewing and <br />evaluating the requirements and expectations <br />for each assignment and recommending an approach <br />tailoredtomeetallspecificscopeelements.Uponreceipt <br />ofanyassignment,ourProjectManager,BryantFacey, <br />PE, will thoroughly review the scope of services and <br />relatedinformationprovidedbytheCity.Thisreview <br />will allow us to recommend the appropriate scope <br />requirements,staffingresources,schedule,andbudget <br />on the task assignment for the City. <br />Oneofthemostimportantpartsofanysuccessfulproject <br />is proper communication with all stakeholders during <br />allphasesofprojectcycle.CEDholdsperiodicmeetings <br />withtheclient,stakeholders,andteamstafftoproperly <br />understandchallenges,reviewofanticipatedprojectsor <br />planningefforts. <br />Work Assignment Proposal Development. Upon <br />notificationofarequestforanewassignmentproposal, <br />Mr.FaceywillcoordinatedirectlywiththeCity’sProject <br />Manager to fully understand the needs and scope of <br />theproject.Hewillthenworkcloselywithourteam <br />leaderstobuildaspecificprojectteamwhoseskillsets <br />and expertise are most appropriate for the assignment. <br />Ourproposedprojectteamwillbeclearlydocumented <br />in the proposal with the team’s roles and responsibilities. <br />Theprojectteamwillbereliedupontodevelopa <br />comprehensiveproposaltoexecuteasuccessfulproject. <br />Byinvolvingindividualswiththespecifictechnical <br />expertise at the proposal development stage, our <br />proposal and budgets are directly established by these <br />key individuals that will be relied upon to deliver the <br />assignment.Mr.Faceywillreviewandpreparethefinal <br />budget to ensure that it is both comprehensive and <br />efficientataddressingtheprojectgoals. <br />Project Task Initiation.Preparationoftheproject <br />proposal and fee will then be completed and submitted <br />for review and negotiation. Each assignment will <br />includeakickoffmeetingtoreviewtheapproach, <br />schedulemilestones,design,permitting,sitespecific <br />safetyrequirements,fielddocumentation,andproject <br />specificQCplan.Weunderstandthateachassignment <br />isdifferent,andourapproachwillmatchthespecific <br />projectassignment. <br />Task Delivery. Mr. Facey will ultimately be accountable <br />for delivering all assignments on-time and within budget. <br />Thisrequiresconstantcommunicationwiththeindividual <br />projectteammembers.Byhavingregularinternal <br />discussions about the progress and design decisions of <br />the individual task, it provides insight into status and <br />someofthepotentialissuesthatcouldarise.This“hands- <br />on”approachiscrucialtomaintainingtheworkloadof <br />the entire team so that it is managed, balanced, and <br />reallocated as necessary. <br />CED also employs several time-tested tools to help <br />manage the overall workload and the individual task <br />schedules and budget. We will rely on regular progress <br />meetings, both internally and with the City, when <br />necessary, to review each task teams’ progress. Mr. Facey <br />will maintain a database of all City assignments so that he <br />can monitor the milestone due dates as well as budgets <br />both for the individual tasks as well as the overall <br />program.Thesemanagementpracticeshaveprovento <br />identify issues with deadlines and budgets early in the <br />process so that they can be addressed prior to causing <br />issues. <br />Responsiveness <br />Having served as a City engineer, as well as a <br />consulting engineer for multiple municipalities <br />throughout South Florida, the CED team understands <br />theimportanceofthemunicipalengineerintheflowof <br />work in a municipality. Both public and private sector <br />projectscouldbedelayedifthemunicipalengineer <br />is not performing the work in a timely manner and in <br />accordance with timelines established by the municipality <br />or as prescribed in the City Code. <br />Colliers Engineering & Design   39
