<br />Mr. Smith has over 40 years of experience in the
<br />engineering, survey and utility construction fields.

<br />Mr. Smith’s responsibilities include management of
<br />daily business operations for a 55+ member civil engineering, utility locates
<br />and surveying firm with gross sales of $7+ million. He oversees all areas of
<br />business including engineering, surveying, construction management
<br />services, subsurface utility engineering, accounting and human resources.
<br />Specifically, Mr. Smith also oversees all transportation/roadway,
<br />water/wastewater and stormwater projects including studies, reports and
<br />design. He ensures proper allocation of resources, staffing, financial
<br />management, quality control and timely project completion.
<br />Selected Relative Experience:
<br />Stormwater Pump Station Improvements Phase IV – City of Sweetwater,
<br />Miami-Dade County, Florida. Due to repetitive, historical flooding within
<br />the 138 acre residential area, Phase IV Stormwater Improvements for the
<br />City of Sweetwater received substantial HMGP funding from FEMA.
<br />Surveying, utility easement acquisition, utility locating, FEMA grant
<br />applications, planning, design, cost estimates, preparation of
<br />construction plans and contract documents, permitting, bidding,
<br />construction management and limited engineering services during
<br />construction for the installation of 130 structures, 10,795 linear feet of
<br />drainage pipe ranging in size from 15-inch to 72-inch, 1,506 linear feet of
<br />30-inch force main and 2-triplex pumping stations (28 HP). The project
<br />was inspected and certified by the City Engineer’s office.
<br />Stormwater Improvements – Phase 8A – City of Sweetwater, Miami-Dade
<br />County, Florida CAS acted as the City’s representative and provided
<br />engineering services during construction which included visits to the site
<br />at intervals appropriate to stages of construction to provide construction
<br />observation as necessary for certifications to the appropriate agencies.
<br />CAS conducted a final inspection with the appropriate agencies to
<br />determine if the work is acceptable and assist the owner with project
<br />close-out procedures. provided a qualified full-time construction inspector
<br />to perform observation services to ensure the project is constructed in
<br />accordance with the engineering plans. Services include daily observation
<br />of contractor's activities to document conformance to the design plans
<br />and technical specifications, as well as coordination between contractor
<br />and design engineer as needed to resolve field conflicts or issues.
<br />Stormwater Master Plan, Design and Construction Management for City
<br />Wide 6 Phase Stormwater Improvement Plan - City of Sweetwater, Miami-
<br />Dade County, Florida. Responsible for the master planning, project
<br />management, resource allocation, scheduling, budgeting and quality
<br />assurance of the stormwater design, as well as the project management
<br />of the stormwater construction and implementation.
