Rubio, PE <br />Vice President - Engineering <br />Engineering Department <br /> <br />Mr. Rubio has over 38 years of experience in the <br />engineering field with a primary focus in water <br />resources engineering. <br /> <br />Mr. Rubio is responsible for the development of project scopes, stormwater <br />master plans, Federal Grant applications, advanced stormwater modeling <br />using ICPR, HEC-RAS & CHAN modeling software programs, construction <br />plans of various surface water management systems in accordance with <br />established criteria; engineering principles, and normal construction <br />practices; development of environmental resources permit packages; and <br />permit agency coordination. He conducts field and office visits with clients, <br />permitting agency staff, and other project coordination as necessary. Mr. <br />Rubio conducts plan and engineering reviews for compliance for municipal <br />clients. <br /> <br />Selected Relative Experience: <br />City of Sweetwater Stormwater Improvements (Phase I, IIA, III, & IV) - Miami- <br />Dade County, Florida. As Engineer of Record, designed and permitted <br />stormwater improvements within an area of significant historical flooding <br />concerns. Improvements included the design of stormwater gravity <br />collection systems with 8 stormwater pumping stations designed by other <br />CAS staff. Performed computer modeling for each phase. Provided <br />construction engineering services as requested by the City’s CEI firm. <br />City of Sweetwater Stormwater Improvements (Phase IIB) - Miami-Dade <br />County, Florida. As Engineer of Record, designed and permitted stormwater <br />improvements within an area of significant historical flooding concerns. <br />Applied for and obtained grant funding for project via FEMA-PDMCG. <br />Improvements included the design of stormwater gravity collection systems <br />with 2 stormwater pumping stations designed by other CAS staff. Performed <br />computer modeling for this phase. Will provide construction engineering <br />services as requested by the City’s CEI firm. <br />Sunshine Water Control District - West Outfall Canal Improvements – Phases <br />1B & 1C. As EOR, performed the hydraulic analysis, permitting, design, <br />bidding, and construction management of the conceptual and initial phase. <br />The West Outfall Canal is the primary conveyance canal for the SWCD’s west <br />basin serving 3,361-acres. The canal project will improve stormwater <br />conveyance to Pump Station No. 2 by widening and deepening the existing <br />canal. The canal improvements propose to remove 19,500 cubic yards of <br />material of the entire canal to proposed bottom elevation. The channel <br />modifications will allow the pump station to perform more efficiently. Phase <br />I of the project will improve 2,900 linear feet of the overall 10,200 linear feet <br />canal. The project also included public outreach to individual homeowners <br />to remove encroachments within the canal right-of-way. <br />City of Oakland Park NE 6th Avenue Stormwater Trunkline – Broward County, <br />Florida. As Engineer of Record, performed hydrologic and hydraulic <br />modeling, designed and permitted stormwater improvements within an area <br />of significant historical flooding concerns.
