Keener, P.S.M. <br />Vice President <br />Survey / Geomatics <br /> <br />Mr. Keener has 48 years of experience in the <br />survey, engineering, and utility construction <br />fields. <br /> <br />Mr. Keener has been employed with CAS since April of 1995. Mr. Keener <br />began his career at CAS as a Project Surveyor, advancing to Senior <br />Surveyor and Mapper In charge of surveying in a satellite office and <br />advanced to Vice President in 2005. Mr. Keener will serve as Principal <br />Surveyor for all surveys and will coordinate all survey activities with <br />various disciplines as needed. All surveying pertaining to utility related <br />services such as Radar Tomography, utility surface mapping, utility <br />excavations, etc. will also be overseen and certified by Mr. Keener. He <br />has previously performed plat reviews for municipal clients. <br /> <br />Mr. Keener holds a Florida Surveyors and Mappers License and is a <br />member of the Florida Surveying and Mapping Society of Florida. <br /> <br />Selected Relative Experience: <br />Evergreen Cemetery Boundary & Topographic Survey – City of West Palm <br />Beach, Florida. Mr. Keener served as Principal Surveyor for the Map of <br />Boundary and Topographic Survey performed at the Evergreen Cemetery, <br />a 9.62-acre site acquired by the City of West Palm Beach from the <br />Evergreen Association in 1987. The survey documented existing <br />conditions within and along the cemetery boundaries and supported 3D <br />Radar Tomography (RT) and 2D Ground Penetrating Radar (GPR) services <br />performed by Craig A. Smith & Associates Utility Locating Department. <br />The subsurface scanning aimed to identify underground anomalies, <br />voids, and/or evidence of unmarked burials where tombstones or grave <br />markers were absent. The project began in November 2024 and was <br />completed in January 2025. Total project cost was $92,020. <br />Seawall Pilot Specific Purpose Survey – City of West Palm Beach, Florida. <br />Mr. Keener served as Principal Surveyor for the Specific Purpose Survey <br />performed for the Seawall Pilot project. The survey included physically <br />locating all visible, above-ground improvements from the waters’ edge of <br />the existing bulkhead to the east edge of pavement along South Flagler <br />Street, within an area approximately 300 feet north of the Bristol <br />Condominium and 1,425 feet between Avila Road and Pershing Way. <br />Elevations were gathered at key points along the bulkhead, natural <br />ground, and edge of pavement. Trees 4 inches or greater (at breast <br />height) were located and identified by common name. Above-ground <br />visible utilities were located and shown, along with buried utilities as <br />marked by Craig A.
