<br />www.craigasmith.com <br /> <br />CAS has proudly provided continuing professional engineering services to the City of Sunny Isles Beach since <br />2013, successfully delivering projects involving roadway reconstruction, stormwater management, utility <br />engineering, surveying and mapping, subsurface utility engineering, permitting, construction management, <br />and construction support. Our past and current project experience, provides our team with first-hand <br />knowledge of the City's infrastructure, design standards, permitting requirements, and operational <br />expectations. This familiarity allows CAS to begin new assignments efficiently while reducing the learning <br />curve associated with continuing services contracts. <br /> <br />A key differentiator of CAS is the depth of services performed in-house. Civil engineering, surveying and <br />mapping, subsurface utility engineering, CADD, and construction management are provided by experienced <br />CAS personnel rather than outsourced to multiple subconsultants. This integrated approach improves <br />communication, shortens project schedules, enhances quality control, and provides the City with a <br />responsive and accountable project team. Our in-house surveying and SUE capabilities are particularly <br />valuable for municipal infrastructure projects because accurate base mapping and comprehensive utility <br />investigations significantly reduce design conflicts, minimize unforeseen field conditions, and help limit <br />construction change orders. <br /> <br />Our multidisciplinary capabilities are further strengthened by carefully selected specialty subconsultants <br />providing structural engineering, electrical engineering, geotechnical engineering, GIS mapping and <br />construction engineering and inspection services. This team structure allows CAS to provide the City with a <br />comprehensive range of professional services under a single contract while maintaining one point of <br />responsibility for project management and coordination. <br /> <br />CAS also distinguishes itself through the stability and <br />experience of its workforce. Many members of our engineering, <br />surveying, construction management, and technical staff have <br />dedicated significant portions of their professional careers to <br />the firm, providing continuity, institutional knowledge, and <br />consistent service to our municipal clients. This stability <br />enables CAS to maintain long-term client relationships, many <br />of which have continued for decades, including municipal <br />engineering contracts dating back to the late 1980s. <br /> <br />Our proposed project team will be led by Orlando A. Rubio, P.E., <br />who will serve as the City's Project Manager and primary point <br />of contact. Orlando will be supported by Priscilla Morales, P.E., <br />Business Unit Lead and Contract Director, who will oversee <br />contract performance, staffing resources, and quality management, together with Stephen C. Smith, P.E., <br />President and Principal-in-Charge, providing executive oversight and direct accessibility throughout the <br />contract. This three-tiered management structure provides the City with responsive day-to-day project <br />management, experienced technical oversight, and executive-level commitment to successful project <br />delivery. <br /> <br />CAS understands that no two continuing service assignments are alike. Rather than applying a standard <br />staffing approach to every project, we tailor each project team to the scope, complexity, schedule, and <br />technical requirements of the assignment.
