<br /> <br /> <br /> <br />4. APPROACH / METHODOLOGY <br /> <br />4.1 The CAS Project Delivery Methodology <br />Craig A. Smith & Associates (CAS) believes the success of a <br />continuing professional services contract depends on three <br />fundamental principles: responsive service, experienced <br />professionals, and practical solutions. While many firms can <br />provide engineering services, CAS distinguishes itself through a <br />stable, long-tenured staff, executive involvement, in-house <br />multidisciplinary capabilities, and a client-focused approach <br />developed through more than four decades of serving Florida <br />municipalities. Our medium-sized organizational structure allows <br />us to combine the technical resources of a larger firm with the <br />responsiveness, accessibility, and personalized attention typically <br />associated with a smaller consulting practice. <br /> <br /> <br />4.2 Suitability of Methodologies and Approaches Used in <br />Achieving Tasks <br />Every project begins with a clear understanding of the City's <br />objectives rather than a predetermined engineering solution. <br /> <br />GENERAL PROJECT APPROACH <br /> <br />CAS will utilize a phased approach towards assisting clients in <br />problem solving and for implementation of assigned projects. Our general project approach is <br />as follows: <br /> <br />PHASE I – PROJECT DEVELOPMENT AND PLANNING <br />• Meeting with client to develop the <br />project scope (for each work <br />authorization as assigned) <br />• Develop a fee proposal to match the <br />project scope as per established fee <br />schedule <br />• Finalize the scope and proceed with a <br />kickoff meeting with client staff <br />• Perform pre-design field condition <br />assessment <br />• Develop project prioritization and <br />phasing (as needed) <br /> <br />• Conduct modeling/feasibility studies <br />& reports (as needed) <br />• Provide grant funding assistance (as <br />needed) <br />• Finalize design criteria <br />• Prepare preliminary (conceptual) <br />engineering design/plans <br />• Outline specifications <br />• Prepare preliminary construction cost <br />estimate <br />• Public involvement/community <br />outreach (as needed) <br /> <br /> <br /> <br /> <br /> <br />81
