<br /> <br /> <br />CAS will develop project scope, prioritize and phase <br />design work for projects in a manner that will avoid <br />schedule conflicts and allow for an efficient flow of work. <br />CAS believes a high level of consistent communication <br />will be essential in providing a successful completion <br />of the assigned projects. Our management team will <br />maintain a high level of communication with <br />continuous accessibility to CAS staff and all other team <br />members (sub-consultants). The CAS Team’s goal is to <br />seamlessly operate as an extension to client staff to <br />satisfactorily complete projects on time and on or under budget. <br /> <br />PHASE II – SURVEY & ENGINEERING DESIGN <br />• Survey site as needed <br />• Soil borings and testing as required <br />• Review existing record drawings, <br />utility atlases and evaluate field <br />conditions <br />• Utility Locates utilizing available <br />technologies, such as, Vacuum Soft <br />Digs, EM Designation , 2-D GPR and <br />use of 3D Radar Scanning <br />• Utilize necessary engineering design <br />methods <br />• Utility coordination (cable/ <br />telecommunication companies, FPL, <br />gas companies, etc.) <br />• Establish design requirements <br />• Establish permitting requirements <br />• Prepare 30% & 60% design plans as <br />required <br />• Quality control meetings with CAS <br />staff <br />• Meet with client to review project <br />design, schedule and budget <br />• Update preliminary project quantities <br />and estimated costs <br />• Update engineering design plans per <br />review <br />• Quality assurance review with Client <br /> <br />CAS’ unified design process along with its unique utility locating capabilities allows for accurate <br />design deliverables at an accelerated schedule. (i.e., 60% design plan deliverables at traditional <br />30% design phase). CAS’ unified design process includes survey and utility locates which will be <br />provided “in-house” by CAS thus, eliminating the need for subconsultants for the development <br />of basemaps and allowing for a streamlined efficient and more cost-effective design. Acquiring <br />comprehensive and accurate utility locates in order to develop complete basemaps will be critical <br />to the successful completion of most projects, eliminating design deficiencies. <br /> <br />PHASE III – FINAL ENGINEERING AND BIDDING <br />• Preparation of 90% design and final <br />(100%) design plans <br />• Preparation of final specifications <br />and contract documents <br />• Quality assurance review with client <br />• Finalize cost estimate; develop bid <br />tabulation (schedule of values) <br />• Meet with client staff to review final <br />project design, schedule and budget <br />• Finalize permitting (Miami-Dade <br />County Health Dept., FDEP, FDOT, <br />EPA, SFWMD, etc.) <br />• Provide plan adjustments and finalize <br />for bidding <br />• Advertise for bidding <br />• Bid project (typical 30 days); solicit <br />qualified bidders <br />• Prepare bid addendums and answer <br />contractor RFI’s <br />• Assist client in receipt of bids <br />• Review bids and bidder qualifications <br />• Recommend award <br />• Assist client with contract <br />management <br /> <br /> <br />82
