Sections of water main, sewer force main or drainage pipes identified to <br />require upsizing will be noted and incorporated into the overall design of capital improvement projects as <br />needed. CAS engineering staff is proficient in the following software modelling programs: Civil 3D Hydraflow <br />Storm Sewers, Streamline Technologies - ICPR version 4.07, ACOE HEC-RAS, SewerCAD and WaterCAD. <br /> <br />GRANT FUNDING ASSISTANCE <br /> <br />GRANT ASSISTANCE EXPERIENCE - Since the early 1990’s CAS has assisted its clients with securing grant <br />funding and financing for multiple infrastructure projects. We have assisted our clients (municipalities, <br />counties, special districts and utility authorities) in obtaining grants and/or loans through multiple funding <br />sources such as: USDA, SRF, FEMA (HMGP), State Legislative Appropriations, SFWMD Cooperative <br />Agreement Program, EPA 319 Program, CDBG, etc. <br /> <br />CAS assists its clients with the preparation of grant applications, supporting documents, such as preliminary <br />engineering reports, environmental assessments, preliminary designs, project scope development, cost <br />estimating, present worth cost analysis, cost benefit analysis, project beneficial use, etc. CAS continually <br />provides many of these services to its clients annually for state appropriation requests or during grant <br />funding cycles. CAS provides grant evaluation for competitive grants requiring scoring and consultation with <br />respect to the need for phasing of projects to achieve a high success rate from funding institutions. <br /> <br />CAS is continually involved with infrastructure funding assistance and has a high success rate in securing <br />funding. We understand the nuances of “grantsmanship.” CAS is committed to providing these services to <br />all of its clients, with an estimated 70-80% of our on-going projects being funded through our assistance. <br />CAS is also aware of the deadlines required in achieving these grants/loans and delivers grant assistance <br />services on time. <br />CAS’s successful approach to procuring grants and managing grant-funded municipal utility projects begins <br />with thorough planning, strict compliance, and proactive stakeholder engagement. Because grant-funded <br />infrastructure initiatives are subject to extensive regulatory oversight, municipalities must establish clear <br />project objectives, funding requirements, and performance metrics at the outset. Early coordination with <br />funding agencies, engineering consultants, utility staff, and community stakeholders helps ensure that <br />project scopes align with grant guidelines and local infrastructure needs. <br />87
