Grant-funded projects often require strict adherence <br />to funding deadlines, reimbursement milestones, permitting schedules, and construction completion dates. <br />CAS has extensive experience successfully coordinating these requirements, ensuring that critical <br />milestones are achieved while maintaining compliance with all grant and regulatory requirements. <br /> <br />A recent example is our continuing engineering services for the City of Sunny Isles Beach, where multiple <br />roadway, drainage, and stormwater improvement projects required careful coordination with City staff, <br />regulatory agencies, utility providers, and adjacent property owners. Through proactive communication, <br />phased scheduling, and continual monitoring of design and permitting activities, CAS successfully <br />maintained project schedules while minimizing impacts to residents, businesses, and the traveling public. <br /> <br />Similarly, on projects for municipalities throughout South Florida, including grant-funded utility, <br />transportation, and stormwater improvements, CAS has successfully addressed scheduling challenges <br />associated with agency permitting, utility relocations, funding deadlines, and changing project priorities by <br />adjusting work sequencing, expediting agency coordination, and maintaining continuous communication <br />with all project stakeholders. This proactive management approach allows projects to remain on schedule <br />while providing clients with the flexibility to respond to changing conditions without compromising project <br />objectives. <br /> <br /> <br />PROJECT MONITORING & BUDGETING <br /> <br />In order to get the most accurate budget price at the pre-construction phase and the construction phase, the <br />CAS Team details all design items into many small parts that will add up to one whole part (Bill of Materials <br />or Schedule of Values). By doing this our cost estimates are very accurate. Our track record with cost <br />estimates to bids has usually been within 5-10%. The CAS Team’ philosophy utilizes this phased approach <br />towards assisting the Client in problem solving and for implementation of public works and planning projects. <br />“Schedule, Cost Control and Team Work” - The CAS Team approach is to develop milestones and defined <br />deliverables with the Client in order to meet the Client’s requirements. We will identify potential issues early <br />in the project so necessary action can be taken to keep the project on schedule. <br />The CAS Team will provide you with the design and construction schedule for review and approval prior to <br />commencement, including critical path items. CAS will review the project schedule with the client staff as <br />agreed and verify that it is consistent with the requirements of the contract for design, bidding and <br />construction. Any changes to the schedule milestones or deadlines shall be approved by the client. CAS <br />will advise the Client of any areas where the schedule is not in compliance with the contract. <br /> <br />We will update the cost of each project as needed in order to stay on budget. If an issue develops with the <br />schedule, cost or the budget, we advise the Client and develop a plan for corrective measures with the staff. <br />We consider the Client and The CAS Team as one team, all striving for the same goal of a quality product on <br />schedule and on or below budget. The CAS Team Technical Reviews will be conducted throughout the project <br />schedule by the principal and project managers of our firm as part of our commitment to quality engineering. <br />The CAS Team will prepare an opinion of probable construction cost in accordance with the American <br />Association of Cost Engineering (AACE) at the following stages of each assigned project (as needed): <br />• 30% schematic design <br />• 60% design development <br />• 90% design development <br />91
