Rather than applying a standardized process to every project, CAS
scales its resources appropriately while maintaining consistent project management and quality control.
Each work plan typically includes:
• Confirmation of project objectives and scope.
• Assignment of project personnel and specialty subconsultants.
• Field investigations, surveying, and utility coordination, as applicable.
• Engineering analysis and design development.
• Regulatory agency coordination and permitting.
• Internal quality assurance and quality control reviews.
• Milestone schedule and deliverable dates.
• Regular progress meetings and status updates with the City's Project Manager.
• Construction phase services, when authorized.
• Project closeout and documentation.

This flexible approach allows CAS to efficiently manage projects ranging from small continuing services
assignments to complex, multi-discipline capital improvement projects.

4.6 Communication and Complaint Resolution
Craig A. Smith & Associates, LLC (CAS) believes that successful projects are built on open communication,
responsiveness, and trust. Our philosophy is simple: issues are best resolved before they become problems.
Through regular communication, proactive coordination, and direct access to our project leadership, we work
closely with the City's Project Manager to identify potential concerns early and develop practical solutions
that keep projects moving forward.

95
