Project status, schedule updates, permitting activities, design
progress, and potential challenges will be discussed routinely to ensure there are no surprises. CAS is
committed to being accessible and responsive, with questions and requests acknowledged promptly and
addressed by the appropriate team member.

If an issue requires immediate attention, Mr. Orlando Rubio will personally evaluate the situation, coordinate
with the City's Project Manager, and implement corrective actions without unnecessary delays. Should
executive involvement be beneficial, Priscilla Morales, P.E., Business Unit Leader, will become directly
engaged to provide additional technical guidance, management oversight, and any resources necessary to
achieve a timely resolution. This streamlined approach eliminates unnecessary layers of management,
allowing decisions to be made quickly and efficiently.

CAS views every concern as an opportunity to strengthen our relationship with the City. We remain engaged
until the issue has been fully resolved to the City's satisfaction, communicating throughout the process and
confirming that corrective actions have achieved the desired outcome.

Our clients work directly with experienced professionals and firm leadership—not through multiple layers of
administration—resulting in faster decisions, greater accountability, and long-standing relationships built on
exceptional service and consistent performance.

At CAS, every client has direct access to the people empowered to make decisions, solve problems, and
keep projects moving. That level of accessibility and accountability is one of the reasons many of our
municipal clients have remained with us for decades.

96
