Leonard Barrera, Project Manager, brings extensive
experience supporting the planning, design, permitting,
and implementation of resilient shoreline projects
throughout South Florida. His experience includes
several innovative living shoreline and living seawall
initiatives for the City of Miami Beach, including the Mid
Beach Park Seawall Replacement and Living Shoreline,
Beach View Park Seawall Replacement and Living
Shoreline, and Pine Tree Drive & West 60th Street Living
Seawall Pilot Project. These projects combine shoreline
stabilization, environmental enhancement, public access
improvements, and resiliency planning through the
incorporation of living shorelines, mangrove planters,
marsh vegetation, boardwalks, fishing piers, and living
seawall technologies.
For the City of Miami Beach, Cummins Cederberg has
designed several innovative living shoreline and living
seawall projects, including Mid Beach Park, Beach View
Park, and the Pine Tree Drive & West 60th Street Living
Seawall Pilot Project. These projects incorporated living
shorelines, living seawall technologies, mangrove and
marsh habitat enhancements, shoreline stabilization,
resiliency improvements, public access amenities,
environmental permitting, and grant support to improve
waterfront resilience while enhancing ecological function
and community access.
The City of Hollywood also partnered with Cummins
Cederberg on its tidal flood and shoreline protection
program, which evaluated more than 20,000 linear feet
of shoreline and incorporated nature-based solutions,
living shorelines, and shoreline stabilization measures to
reduce flooding risks and improve coastal resilience.
BEACH NOURISHMENT AND MONITORING
Cummins Cederberg has extensive experience with beach
nourishment, shoreline stabilization, emergency sand
placement, and post-storm recovery projects throughout
Florida. The firm has served as Engineer of Record for
numerous beach restoration projects, providing planning,
design, permitting, construction administration, and
monitoring services.
Leonard Barrera has supported the planning, design,
permitting, and implementation of coastal restoration
and beach nourishment projects throughout South
Florida, including beach and dune restoration, shoreline
stabilization, regulatory coordination, construction
oversight, and post-construction monitoring.
Representative experience includes an emergency beach
nourishment project for Bal Harbour Village following
storm-related erosion, which included beach design,
FEMA grant coordination, construction administration,
and drone-based monitoring. Our team also supported
Miami-Dade County in the design of an emergency
20,000-CY truck-haul beach restoration project utilizing
Equilibrium Toe of Fill (ETOF) analyses to optimize the
fill template and avoid impacts to nearshore hardbottom
resources. Additional experience includes emergency
beach restoration efforts for Fisher Island Club, where
Cummins Cederberg provided coastal engineering,
environmental permitting, construction administration,
and monitoring services.
To support beach management and storm recovery
initiatives, Cummins Cederberg maintains licensed drone
pilots and advanced survey capabilities to provide rapid
shoreline assessments, post-construction monitoring,
and emergency response support for coastal communities
throughout Florida
Cummins Cederberg led a comprehensive coastal engineering
effort to address chronic erosion and enhance long-term beach
stability through innovative, environmentally conscious design
