Coastal Analysis <br />Cummins Cederberg evaluated site-specific hydrodynamic and wave conditions of <br />the project area to identify coastal parameters necessary to inform the structural <br />analysis of the waterfront and over water engineering design. Design criteria <br />values for sea level rise, king tides, currents, coastal storms (e.g., waves and <br />surge), and winds were summarized in a Coastal Analysis Report and utilized in <br />the waterfront and over water design. <br />Permitting Feasibility Study & Concept Development <br />Extensive permitting due diligence research was conducted to identify the <br />anticipated challenges, potential risks of resource impacts, and other points <br />of interest that may arise during regulatory permit processing with the local, <br />state, and federal environmental agencies. Cummins Cederberg coordinated <br />pre-application meetings with the relevant agencies and summarized the due <br />diligence findings and results of the pre-application meetings in a final Permitting <br />Feasibility Report. This information was used to guide the concepts the design <br />team presented to the City. <br />Grant Opportunity Research <br />Working with the City, Cummins Cederberg assisted in successfully securing a <br />$16M grant from the Florida Department of Economic Opportunity to be used to <br />implement the master plan. <br />PHASE II PROJECT IMPLEMENTATION <br />Cummins Cederberg has completed the environmental permitting, engineering <br />design, and construction plans. A Statewide Environmental Resources Permit <br />(SWERP) from the FDEP authorizing the surface water management system was <br />secured in 2022. The FDEP permit for the in-water works was issued April 2024. <br />Construction in currently in progress. <br />To meet the project goal while complying with site constraints, a few different <br />living shoreline concepts are being implemented along the shoreline. They <br />include a rock sill with pipe planters for mangroves; a concrete planter imbedded <br />into the rock revetment for saltmeadow cordgrass; various sized reef balls for <br />oyster recruitment; and three living shorelines to be constructed with clean sandy <br />material, stabilized with a sheet pile toe wall and rock, for planting red mangroves <br />and cordgrasses (smooth and saltmeadow species). The total planting space is <br />16,400 square feet.
