Proven in Practice. <br />73 <br />CAROLINE PRYOR, CFM, CGMS <br />Grant Administration <br />The Bay Park, Sarasota, Florida. The Bay Park is a 53-acre waterfront park that is being revitalized to <br />enhance the natural shoreline, while expanding public access to Sarasota’s Bayfront. The project is designed <br />to showcase the natural environment and resources of Sarasota, while fostering public enjoyment through <br />recreation. The park improvements include an open lawn, stormwater improvements, floating kayak dock, <br />fishing pier, and a mangrove walk around the bayou. Responsible for assisting with drafting the NEPA <br />documents and floodplain and any cultural/tribal notices to keep the public informed of project progress. <br />City of Sarasota Resiliency, Sarasota, Florida. Providing support for Sarasota’s Citywide Resiliency Initiative, <br />which is a multi-part program aimed to support implementation of the City’s Vulnerability Assessment and <br />Adaptation Plan, mitigate and reduce flood risks, and provide continuity among resiliency policies and <br />programs associated with coastal flooding and sea level rise. Assisting with outreach and stakeholder <br />support. Project includes supporting the planning, design, and construction of a replacement seawall and <br />implementing living shoreline and other nature based solutions along City owned shorelines. <br />Currie Park Redevelopment, West Palm Beach, Florida. Currie Park is a 13.6-acre public waterfront park <br />and the city is preparing an adaptive redesign of the park to mitigate flooding from rainfall, king tides, and <br />sea level rise. Responsible for supporting floodplain notices and grant administration, as well as conducting <br />QA/QC for environmental assessment documentation. <br />Fleming Key Cut Utility Line Installation, Key West, Florida. Providing environmental services for the City of <br />Key West for the trenchless installation of utilities beneath the seabed, east of and parallel to Fleming Key <br />Bridge. Responsible for assisting with the National Environmental Policy Act (NEPA). <br />FEMA Public Assistance Match Program, Nebraska. Supported Nebraska’s Department of Economic <br />Development in administration of a joint FEMA Public Assistance/CDBG-DR match program through timeline <br />coordination and progress monitoring of 100+ projects. The non-federal cost share covered through this <br />program alleviates financial burden on entities who were impacted by 2019 Winter Storm Ulmer.* <br />CDBG-DR 2022 Pennsylvania State Action Plan, Pennsylvania. Drafted portions of the 2022 CDBG-DR <br />State Action Plan on behalf of the Pennsylvania Department of Community and Economic Development. <br />In addition to reviewing Local Hazard Mitigation Plans and integrating the information into the mitigation <br />section of the Action Plan, her role also encompassed engaging with various stakeholders and conducting <br />thorough assessments of the impacted areas and ensuring that any essential feedback was reflected in the <br />overall program mitigation goals.* <br />CDBG-MIT 2020 State of Florida Mitigation Action Plan, Tallahassee, Florida. Drafted portions of the 2020 <br />State of Florida CDBG-MIT State Action Plan at the Florida Department of Economic Opportunity with an <br />emphasis on citizen participation and stakeholder engagement. Her work involved organizing public forums, <br />town hall meetings, and other engagement initiatives to elicit valuable insights from diverse communities <br />affected by the CDBG-MIT program.* <br />*Services provided from previous firm
