<br />SUITABILITY OF THE METHODOLOGIES AND APPROACHES
<br />Cummins Cederberg utilizes a proven, multidisciplinary
<br />project delivery methodology that integrates planning,
<br />coastal and marine engineering, environmental services,
<br />regulatory permitting, grant administration, and
<br />construction support. Our approach is tailored to the
<br />scope, complexity, schedule, and budget of each task
<br />order and emphasizes early project definition, proactive
<br />risk management, regulatory coordination, independent
<br />quality review, and continuous communication with City
<br />staff.
<br />Our integrated team evaluates engineering, environmental,
<br />permitting, funding, and constructability considerations
<br />concurrently, allowing potential challenges to be identified
<br />and addressed early. This methodology is particularly well
<br />suited to the City’s coastal and waterfront needs and has
<br />been successfully applied to shoreline stabilization, beach
<br />nourishment, living shoreline, marine infrastructure,
<br />coastal resilience, environmental monitoring, and
<br />waterfront improvement projects throughout Florida.
<br />OVERALL ORGANIZATION TO COMPLETING PROJECTS
<br />Assignments will be led by Leonard Barrera, PE, WEDG,
<br />ENV SP, CFM, who will serve as Project Manager and the
<br />City’s primary point of contact. Leonard will be responsible
<br />for scope, schedule, budget, technical coordination, team
<br />assignments, and overall delivery of each task order. He
<br />will be supported by Penny Cutt, Contract Manager and
<br />lead marine science and regulatory permitting expert, who
<br />will assist with contract-level coordination, environmental
<br />review, permitting strategy, regulatory compliance, and
<br />agency coordination.
<br />Based on the requirements of each assignment, Leonard
<br />and Penny will assemble the appropriate combination of
<br />coastal engineers, marine structural engineers, engineer-
<br />divers, marine scientists, environmental specialists,
<br />permitting professionals, grant specialists, and
<br />construction administration personnel. Discipline and
<br />task leads will report progress through Leonard, providing
<br />the City with a clear line of communication, coordinated
<br />decision-making, and accountability from project initiation
<br />through closeout.

<br />Delivery Approach
<br />Cummins Cederberg’s approach to project management is
<br />designed to ensure efficient, high-quality project delivery
<br />that meets the City’s needs, while ensuring all grant and
<br />funding requirements are met. The Cummins Cederberg
<br />team will serve as an extension of the City’s staff and
<br />is committed to guiding the project from inception to
<br />closeout. We will ensure full compliance with technical
<br />standards and grant obligations throughout the process.
<br />The City is a high-priority client for our firm, and to
<br />effectively manage City projects, we will use our proven
<br />structured 5-step method. This process ensures that tasks
<br />are properly assigned, deadlines are met, and project
<br />objectives are achieved within the agreed-upon timelines
<br />and budgets. Following contract execution and upon
<br />receipt of each task assignment, Cummins Cederberg
<br />will promptly coordinate with the City to confirm project
<br />priorities, scope requirements, schedule expectations,
<br />available information, and budget considerations.
