Proven in Practice. <br />84 <br />QUALITY ASSURANCE/QUALITY CONTROL <br />Project oversight and quality assurance will be provided <br />by Jason Cummins, the QA/QC Manager dedicated to this <br />contract. Cummins Cederberg has an established quality <br />management process involving the project manager, <br />designated QA/QC engineer, and task leads, to provide <br />ongoing oversight and thorough review of all tasks and <br />deliverables, confirming that deliverables are technically <br />accurate, coordinated, complete, and consistent with <br />City requirements before submittal. Project specific QA/ <br />QC Plans will be developed and strictly adhered to for <br />each task order under this contract, coordinated with <br />the City and the Cummins Cederberg Team during task <br />development ,and approved to ensure a streamlined, <br />efficient process. Under this QA/QC policy, these activities <br />must: <br />• Meet the intended use, purpose, and/or scope of <br />work <br />• Satisfy City expectations <br />• Comply with project-specific requirements, standards, <br />and specifications <br />• Meet budgetary and scheduling considerations <br />Development of the QA/QC Plan for each project occurs <br />after identification of the project scope and team. <br />The project-specific QA/QC Plan will take into account <br />the scope of work, complexity, disciplines, timeline, <br />and budget without compromising the quality of the <br />deliverable. Therefore, a small, straightforward project <br />(e.g., dock replacement) will have a less rigorous QA/ QC <br />Plan than a medium-sized project. All work performed in <br />furtherance of the project will be reviewed by a higher-level <br />staff person, every step of the way, whether it is drafting a <br />permit application, preparing a Phase I Environmental Site <br />Assessment Report, or developing a beach nourishment <br />project that involves complex coastal engineering models. <br />This ensures that a minor oversight or error is not carried <br />forward throughout project development, ensuring that <br />timeline and budget commitments are met. <br />Under the Cummins Cederberg QA/QC program, each <br />facet of an assignment is examined in an independent <br />review before submittal. During the entire design process, <br />quality control checking of calculations, drawings, and <br />other work products is a standard procedure within each <br />of the respective disciplines. The intent of our QA/QC <br />program is to monitor all planning and design documents <br />in a consistent manner to provide the City with the highest <br />level of service. Implementation of this QA/QC program <br />has become part of the culture of our team and is <br />supported throughout the management structure. <br />Quality requires a total team commitment from <br />the beginning of project planning to the end of <br />project construction. Cummins Cederberg views our <br />subconsultants as an extension of our staff and they <br />are held to the same high degree of accountability for <br />their work product. Cummins Cederberg requires that <br />our subconsultants submit a project-specific quality plan <br />prior to work commencement, which will be reviewed <br />by the project manager to assure that their products <br />will meet the Cummins Cederberg standards and, more <br />importantly, those of our clients. <br />Our QA/QC process is integrated into all aspects of our projects, from field inspections to <br />dive safety briefings, to internal design.
