RFQ #26-07-01 | 119
4. APPROACH / METHODOLOGY
4.1 Methodologies and Approach to Achieving Tasks
EAC understands that municipalities are often challenged to deliver infrastructure
improvements on schedule and within budget; our approach is designed to help the City
overcome these constraints through proactive planning, disciplined project management, and
innovative problem-solving.
EAC has the ability, as evidenced by our track record, to find innovative solutions to meet
the City’s time and budget constraints. For successful project delivery, EAC’s methods are
predicated on an approach and methodology that demonstrates our complete understanding
of the needs of the project. This includes how the project needs to be managed, and our
knowledge and familiarity with the project’s issues and requirements.
4.2 Project Management Approach
The initial step requires developing a project-specific Project Management Plan (PMP) for all projects. This comprehensive plan
includes sub components like a schedule management plan and a budget management plan. We have successfully utilized Project
Management Plans previously on projects for our municipal and non-municipal government / public sector clients. This document
provides comprehensive information on all the critical elements of the project and will guide the project from inception to close-out.
The Project Management Plan is focused on establishing procedures for planning, executing, monitoring and controlling, and closing
out the project during its established phases. Planning defines measurable objectives and sets a course based on the most effective
and efficient means of attaining those objectives. Planning combines all aspects of the project and integrates their approach to avoid
conflicts and derive maximum benefits. This is a continuous iterative process, involving periodic updates and revisions to the Project
Management Plan as the project progresses and information becomes available.
Mike Adeife, PE, ENV SP, our assigned Contract Manager, assisted by our discipline technical leads will be responsible for developing
and updating the Project Management Plan from project commencement through close-out. The following is a summary of the
key management plans that, at a minimum, must be developed for each project. These management plans are the methods or
benchmarking systems that EAC uses to ensure quality service, customer satisfaction, prompt complaint resolution, quality control,
and timely initiation and completion of all work. When combined, they form the basis of our Project Management Plan (PMP).
One of EAC’s key
strengths is its ability to
implement infrastructure
projects in a manner
that is efficient, timely,
and cost effective.
1.
