RFQ #26-07-01 | 120 <br />4.2.1 Staffing Management Plan <br />EAC’s staffing plan is tailored to the City’s RFQ requirements, our understanding of <br />Sunny Isles Beach, and our proven experience serving similar municipalities as a <br />Prime Consultant. Our assigned project staff were intentionally selected for their <br />technical qualifications, relevant municipal experience, responsiveness, and ability <br />to deliver assignments efficiently from notice to proceed through close-out. <br />Each project leader brings direct experience with the services anticipated under <br />this contract, local agency coordination, and the practical judgment needed to <br />keep projects moving while protecting quality, schedule, and budget. <br />This approach gives the City immediate access to the right resources, clear <br />accountability, and a team positioned to meet expectations and add value on every <br />assignment. <br />4.2.2 Communication Management Plan <br />EAC will maintain proactive, transparent communication with the City, internal team members, permitting agencies, and project <br />stakeholders to support informed decisions and avoid delays. Our Project Manager will serve as the central point of coordination, <br />promoting open communication, timely follow-up, and alignment among all disciplines throughout each project phase. <br />Meetings, coordination calls, key decisions, and action items will be documented and distributed to the appropriate team members <br />and City staff so that responsibilities remain clear and progress is maintained. <br />4.2.3 Scope Management Plan <br />EAC’s Scope Management Plan provides the framework for defining, controlling, and delivering the City’s required services with <br />consistency, accountability, and clear expectations. The plan is built around the following core elements: <br />Scope Requirements – Identify, organize, and prioritize the City’s project requirements to confirm objectives, constraints, deliverables, <br />and success criteria at the outset. <br />Scope Definition – Translate requirements into a clear, agreed-upon scope of services that aligns the project team, City staff, schedule, <br />and budget. <br />Work Breakdown Structure – Break the project into manageable tasks, milestones, and deliverables so work can be assigned, <br />tracked, and completed efficiently. <br />Scope Validation – Confirm that deliverables meet approved scope requirements, address City comments, and advance the assignment <br />toward timely, high-quality completion. <br />Team leadership is a critical <br />element of successful project <br />delivery. <br />EAC carefully evaluates proposed <br />staff to ensure that each project <br />team leader has the technical <br />expertise, relevant experience, and <br />leadership capabilities necessary to <br />perform the professional services <br />required under the contract.
