<br />4.3 Quality Management Approach
<br />EAC’s Quality Management Plan is built on disciplined QA/QC procedures that protect the City through accurate, constructable, code-
<br />compliant, and cost-effective deliverables. Quality is managed as an integral part of project delivery, with Kaly Queiroz, PE, Andrew
<br />Pierce, PE, PMP, and Sergio Besu, PE, assigned to lead independent reviews focused on completeness, constructability, errors and
<br />omissions, and readiness for Issue for Construction documents. Our QA/QC team has combined close to 100 years of active engineering
<br />and construction experience spanning various diverse infrastructure works.
<br />4.3.1 Quality Control Process
<br />Our QA/QC process combines proactive quality assurance with detailed quality control checks to confirm that work is accurate,
<br />functional, safe, and worthy of public trust. Reviews target engineering design, code compliance, constructability, financial feasibility,
<br />and value engineering so issues are identified before they affect schedule, budget, or construction.
<br />EAC’s five-step quality framework—Initiating, Producing, Confirming, Delivering, and Improving—creates consistency from project start
<br />through final delivery. Task Managers and the Project Manager certify review procedures, while lessons learned are shared across the
<br />Team to support continual improvement and contract compliance.

<br />The elements of EAC’s Quality Management Plan (QMP) Program are:
