RFQ #26-07-01 | 125 <br />4.4.3 Post Design Services Approach <br />For most projects, two types of services are provided as part of post design phases responsibilities, as follows: <br />A. Bid and Award Support Services <br />In the interest of time, while the drawings are in review for permitting, we will work with the <br />City on the Procurement Documents. Our team will work in partnership with City to finalize <br />the bid package. During this phase it is expected that final corrections and clarifications to <br />the drawings and construction package will be made. <br />It is envisioned that this will occur in a “roundtable” discussion format, where critical issues <br />that will have an impact on the construction feasibility will be addressed in detail. Once all <br />permits are obtained and issued the bid package will be finalized. <br />Our team is experienced with attending pre-bid meetings and preparing responses to technical <br />questions from prospective bidders of the project. In addition, our team will issue addenda to <br />the Bid Documents to provide better clarification for bid purposes, when necessary. <br />B. Construction Administration <br />EAC shares the City’s goal to be proactive with construction issues. EAC believes the best <br />philosophy to engage during construction is to implement measures that prevent problems <br />and issues before they occur. However, problems and issues may develop which were <br />unforeseen and unavoidable. In these situations. EAC will immediately take steps to ensure <br />resolution of the problems or issues as soon as possible. <br />As important as the resolution of the problem or issue is, so is the implementation of <br />measures to ensure the problem or issue does not occur again. Our team has the expertise to <br />provide construction administration services for this contract. Some of the tasks anticipated <br />in construction administration include: <br />• Shop Drawings Reviews <br />• Requests for Information (RFI) <br />Responses <br />• Response to Unforeseen Conditions <br />• Construction Progress Meetings <br />• Construction Administration <br />• Construction <br />• Construction Close-out <br />• Record Drawings <br />4.4.4 Approach to CEI & RPR Services <br />Our Team has the technical and managerial capabilities to effectively undertake construction management and inspection services on <br />all types of projects. Our construction management staff will coordinate the activities of all parties involved in completing the project. <br />Coordination includes, but is not limited to: <br />• Maintaining comprehensive records of all activities and <br />events relating to the project <br />• Providing verification of Quality Control tests and ensuring all <br />materials and workmanship meet project specifications and <br />industry standards <br />• Documenting all significant project changes, including <br />change orders, field directives, and responses to RFIs <br />• Assisting in claims and dispute resolution, including <br />maintaining logs and supporting documentation for any <br />claims or disputes. <br />• Managing pre-construction and construction progress <br />meetings <br />• Manage the change order process, including review, <br />negotiation, and tracking of all changes. <br />• Perform review of contractor invoices to ensure compliance <br />with Davis-Bacon and Section 3 requirements. <br />• Substantial and Final Completion, Inspection, and <br />Certification <br />PLAN <br />ahead to get the job <br />done safely <br />PROVIDE <br />the right equipment <br />TRAIN <br />everyone to use the <br />equipment safely <br />EAC’s CEI and Resident Project Representative services provide the City with proactive field <br />oversight, clear documentation, timely issue resolution, and consistent coordination between the <br />City, contractor, design team, and stakeholders. By combining experienced inspection personnel with <br />disciplined construction administration procedures, EAC helps protect quality, control costs, maintain <br />schedule momentum, reduce claims, and support successful project close-out.
