<br />3.5 Designated Contract Manager
<br />As Designated Contract Manager, Michael Adeife, PE, ENV SP, will coordinate EAC’s
<br />resources, assign appropriate technical staff, monitor schedules and deliverables,
<br />and maintain direct communication with the City. He will allocate time and resources
<br />based on each assignment’s scope, urgency, technical requirements, and schedule
<br />demands to ensure the City receives responsive service and the appropriate level of
<br />senior oversight throughout the contract.
<br />Mike brings an extensive and diverse background in project planning, engineering
<br />design, and construction oversight. His expertise includes civil works, water and
<br />wastewater systems, roadways, stormwater, utilities, transportation, traffic planning,
<br />signalization, stormwater hydraulics, and site infrastructure development.
<br />As Contract Manager, Mike will provide overall leadership, management, and
<br />coordination for all services performed under this contract. With more than three
<br />decades of engineering experience, he will ensure that qualified personnel, technical
<br />resources, and management oversight are properly assigned to each task to meet
<br />the City’s schedule, budget, and quality objectives.
<br />Mike’s involvement will begin at project initiation and continue through completion
<br />of each task assignment. He will serve as the City's primary point of contact and
<br />will remain actively engaged in project planning, scope development, scheduling,
<br />resource management, quality assurance, and client coordination. His leadership
<br />approach emphasizes responsiveness, accountability, and proactive communication
<br />to ensure that project objectives are clearly understood and efficiently executed.
<br />For each work authorization or task order, Mr. Adeife will evaluate project requirements
<br />and assign personnel whose expertise best aligns with the assignment’s specific
<br />technical needs. He will draw upon EAC’s multidisciplinary team of engineers,
<br />planners, designers, and technical specialists to provide the appropriate level of
<br />support. This approach ensures that senior-level expertise is available for critical
<br />project decisions while day-to-day technical activities are performed by experienced
<br />staff with the most relevant qualifications

<br />Throughout the duration of the contract, Mike will dedicate his time to the following responsibilities:
<br />1. Serving as the primary liaison between the City and EAC.
<br />2. Participating in project kick-off meetings and scope
<br />development discussions.
<br />3. Providing strategic direction and oversight for all task
<br />assignments.
<br />4. Monitoring project budgets, schedules, and resource
<br />utilization.
<br />5. Conducting periodic project reviews to ensure progress and
<br />alignment with City objectives.
<br />6. Leading coordination meetings and maintaining open
<br />communication with City staff.
<br />7. Reviewing technical deliverables and overseeing quality
<br />control procedures.
<br />8. Addressing project challenges promptly and coordinating
<br />solutions with project teams.
<br />9. Providing decision-making support when required.
<br />To ensure continuity and responsiveness, Mr. Adeife will establish clear lines of communication among City staff and EAC team members
<br />and will remain readily available to address emerging needs, priorities, and concerns. He will promote collaboration across disciplines
<br />and foster accountability among team members to ensure consistent delivery of high-quality services.
<br />Through proactive management, strategic resource allocation, clear communication, and thorough quality oversight, Mike will deliver
<br />timely, cost-effective, and technically sound engineering services throughout the contract.
