RFQ #26-07-01 | 63 <br />3.6 EAC Key Staff <br />3.6.1 Rick Crooks, PE <br />Rick Crooks, PE, will serve as Principal-in-Charge, providing executive oversight <br />and ensuring the City of Sunny Isles Beach is supported with the appropriate <br />technical, staffing, and management resources throughout the duration of <br />the contract. With more than 35 years of experience delivering public-sector <br />infrastructure programs through both traditional and alternative delivery <br />methods, Mr. Crooks brings a comprehensive understanding of professional <br />engineering delivery, quality management, and contract execution. Throughout <br />his career, Rick has served numerous public-sector clients and is recognized <br />as a respected professional in the engineering industry. He has extensive <br />experience managing engineering design and construction-related programs <br />and has successfully served as Principal-in-Charge for multiple general <br />services contracts. Under his leadership, EAC has become a recognized <br />engineering firm and has received numerous industry awards. She has more than a decade of proven experience leading <br />cross-disciplinary teams through planning, design, and construction <br />projects. Her areas of specialization include plan development and review, <br />construction management and inspection, pavement evaluation, stakeholder <br />coordination, project portfolio management, regulatory compliance, and <br />Capital Improvement Plan development and implementation. Kelly is known <br />for her proactive approach, which supports effective collaboration and helps <br />clients maximize available funding opportunities. Ms. Queiroz has used her <br />talents on many projects, coordinating technical issues, planning, performing <br />quality assurance, and working with suppliers and local authorities. Her <br />assignments have required a great deal of knowledge of the detailed <br />permitting requirements of the city, county, state, and federal agencies.
