RFQ #26-07-01 | 64 <br />3.6.3 Andrew Pierce, PE, PMP <br />Andrew Pierce, PE, PMP, will serve as Quality Assurance/Quality Control <br />Reviewer for this contract, providing senior-level technical oversight to ensure <br />that all deliverables comply with the City of Sunny Isles Beach’s standards, <br />applicable codes, and permitting requirements. Andrew brings more than 35 <br />years of civil engineering experience supporting public-sector infrastructure <br />programs, including design-build projects, and has provided QA/QC leadership <br />and project management support. His experience in both project management <br />and technical review enables early identification of constructability issues, <br />interdisciplinary conflicts, and compliance risks, reducing rework and <br />supporting efficient project delivery. His leadership will help ensure consistent <br />quality across task orders and reinforce reliable performance under this <br />continuing services contract. He has been responsible for overall management, <br />staff direction, and technical guidance for large scale projects and programs <br />including design, and construction management services. Andrew is a strong <br />advocate of working as an extension of his clients and serving to represent <br />the interests of clients. He <br />brings more than 35 years of civil infrastructure construction experience, including <br />more than 30 years of construction management and supervision for projects <br />involving large-diameter utilities and pump stations. Mr. Besu is an accomplished <br />construction leader with significant local Miami-Dade County project experience. <br />His background includes major roadway reconstruction and widening, major and <br />minor bridge structures with drilled shaft and pile foundations, steel and AASHTO <br />beam bridges, complex arched concrete structures, bascule bridges, curved <br />steel segmental girders, and major construction over navigable waterways.
