<br />3.6.5 Huntley Higgins, PE, PMP
<br />Huntley Higgins, PE, PMP, will serve as General Civil Engineering Task Leader for
<br />this contract. Huntley brings 31 years of experience in civil, drainage, stormwater,
<br />and utility infrastructure design, including pump stations, transmission mains,
<br />horizontal directional drilling crossings, and complex permitting with FDEP,
<br />SFWMD, and local agencies. His background supports drainage, site civil, and
<br />resiliency-driven infrastructure assignments that require regulatory coordination
<br />and constructability-focused design. Mr. Higgins is also a Project Management
<br />Professional certified by the Project Management Institute.

<br />Harold Desdunes, PE will serve as Transportation/ Transit/ Traffic Engineering
<br />Task Leader for this contract. Harold brings more than 35 years of transportation
<br />infrastructure leadership, including former FDOT District 6 Director of
<br />Transportation Development oversight of a $4B multi-year program covering
<br />roadway, bridge, drainage, and corridor improvements in Miami-Dade County.
<br />His experience includes design program delivery, standards compliance,
<br />procurement, and interagency coordination directly supporting roadway
<br />access, circulation, and corridor task orders requiring agency coordination and
<br />accelerated review.

<br />Pete McRae, PE will serve as Construction Engineering and Inspection Task
<br />Leader for this contract. Mr. McRae has over 29 years of engineering experience,
<br />which includes working in the field as Inspector, Senior Inspector, Senior Bridge
<br />Inspector, Project Engineer, Senior Project Engineer, and Program Director. His
<br />experience includes milling and resurfacing, new road construction, roadway
<br />reconstruction and widening, major earthwork, drainage, lighting signing
<br />and pavement marking, landscaping, irrigation, safety improvements, bridge
<br />rehabilitation, bridge replacement, cathodic protection systems and coatings
<br />inspection. He has also been responsible for various engineering tasks that
<br />include signing and sealing final as-builts plans, technical report writing, claims
<br />analysis, man-hour estimates, quality control, quality assurance, constructability
<br />reviews, correspondence with key stakeholders and ensuring that project are
<br />constructed in reasonable conformance with the plans and specifications.
