<br />Summary
<br />Dr. Dulay is a drainage engineer focused on conveying, attenuating, and treating stormwater
<br />runoff for airports and highways. He has experience in planning and design services, focusing
<br />on modeling, data analytics, statistics, and permitting. He has modeled drainage systems in low-
<br />lying areas, including pumping systems, exfiltration trenches, gravity wells, and swales. He has
<br />been the Engineer of Record for drainage systems and approved construction submittals and
<br />permit closure documents. With over 30 years of experience, he has authored over 40
<br />studies/designs. He is also a professor engaged in research on the socio-economic impact of
<br />infrastructure. He is active in the local community by serving on various boards. To date, he
<br />has 32 publications and 12 invited talks.
<br />SR 821 Homestead Extension of Florida’s Turnpike (6 BHRs and design plans)
<br />CLIENT Florida’s Turnpike / ROLE Lead Bridge Hydraulics Engineer
<br />Prepared six BHRs and supported drainage design for multiple bridge widening projects along
<br />the Homestead Extension of Florida's Turnpike. Dr. Dulay performed hydraulic modeling,
<br />floodplain analyses, bridge scour evaluations, and coordinated drainage improvements for
<br />structures crossing canals throughout the corridor. The work included HEC-RAS modeling,
<br />FEMA coordination, and hydraulic design to meet Turnpike criteria.
<br />Widening (SR-91) ramps and the mainline over canals (2 BHRs and design plans)
<br />CLIENT Florida’s Turnpike / ROLE Lead Bridge Hydraulics Engineer
<br />Prepared two BHR and drainage analyses supporting the widening of SR-91 ramps and
<br />mainline bridges over major canals. Responsibilities included hydraulic modeling, bridge
<br />opening evaluations, scour analyses, floodplain impacts, and coordination with permitting
<br />agencies to support final design.
<br />State Road 414 Expressway Extension (planning study)
<br />CLIENT Florida Department of Transportation (District 5) / ROLE Drainage Engineer
<br />Provided drainage engineering support during the planning phase for the State Road 414
<br />Expressway Extension. Responsibilities included preliminary hydrologic and hydraulic
<br />evaluations, drainage alternatives, bridge and culvert assessments, floodplain considerations,
<br />and development of conceptual drainage improvements for future design.
<br />SR 200 Baldwin-By Pass
<br />CLIENT Florida Department of Transportation District 2 / ROLE Drainage Engineer
<br />Provided hydraulic analyses and drainage design for several major culverts and a bridge
<br />culvert associated with the SR 200 Baldwin Bypass. Responsibilities included watershed
<br />analyses, hydraulic modeling, culvert sizing, floodplain evaluations, and permitting support.
<br />S-301 Stark By-Pass, Segment 3
<br />CLIENT Florida Department of Transportation District 2 / ROLE Drainage Engineer
<br />Performed drainage design and hydraulic evaluations for bridge crossings and roadway
<br />drainage through flood-prone areas along the SR 301 Starke Bypass. The work included
<br />hydrologic analyses, bridge hydraulics, culvert design, stormwater management, and
<br />permitting support.
