RFQ #26-07-01 | 86 <br /> <br />Feng Liu, PE <br />LEAD STRUCTURAL ENGINEER <br /> <br />Summary <br />Mr. Liu has over 30 years of experience in bridge and infrastructure design, including 23 years <br />in South Florida. He has served as Engineer of Record (EOR) for numerous major bridge <br />projects across Florida. His portfolio includes curved and skewed steel plate girders, curved <br />steel box girders, Florida I and U beams, AASHTO beams, CIP flat slabs, and Florida slab beam <br />(FSB). He specializes in complex bridge design (Category 2 steel and concrete), 3D modeling <br />and analysis, bridge rehabilitation and strengthening, plan and permit reviews, shop drawing <br />reviews, PD&E studies, design-build RFP preparation, and bridge load rating and inspection. <br />He also has experience in building structural inspection and assessment, including fire-damaged <br />structures. Mr. Liu spent over 10 years as an in-house consultant with FDOT District 6, <br />supporting multiple five-year districtwide structures contracts and is highly familiar with D6 <br />standards and practices. His work also includes miscellaneous structures such as retaining <br />walls, culverts, overhead sign structures, custom drainage and signal supports, and railroad <br />station canopies. As a Project Manager, he has led the preparation of work plans, staffing, <br />budgets, and schedules; coordinated with multidisciplinary teams and owners; managed <br />comment resolution; and prepared Task Work Orders and invoices for FDOT Districts 4 and 6. <br />NE 79th Street Bridge Replacement <br />CLIENT FDOT District 6 / ROLE QC Reviewer for bridge substructure designs and plans <br />Responsible for QC for this Bridge replacement project along SR 934 / NE 79th Street Causeway <br />in North Bay Village. Project improvements include the replacement of four existing bridges with <br />two new bridges that are elevated to enhance resilience against sea level rise and incorporating <br />additional protection measures. The project also includes roadway widening, as well as <br />implementation of bicycle lanes, new sidewalk, curb-ramp and curb and gutter reconstruction, <br />drainage improvements, ADA upgrades, signalization and lighting improvements, signing and <br />marking upgrades, utility adjustments, subsurface utility engineering services, hydraulic <br />modeling, and environmental and drainage permitting. <br />NW 17th Avenue over Miami River PD&E Study <br />CLIENT MD-DTPW I ROLE Engineer of Record/Assistant Structure Manager <br />Responsible for evaluating the existing bridge conditions and developing conceptual bridge <br />designs for the fixed spans of the bascule bridge and the flyover at NW 17th Avenue, as well as <br />developing typical bridge sections. Responsibilities also included preparing a pre-engineering <br />report, overseeing conceptual bridge design, and coordinating with other disciplines <br />General Engineering Service <br />CLIENT Greater Miami Express Agency I ROLE Structural Engineer <br />Responsible for reviewing the bridge fender system for SR 836 over the Miami River. The <br />system incorporates FRP wales and piles that do not comply with FDOT standards. <br />SR 847/NW 47th Avenue over Snake Creek (C-9) Canal <br />CLIENT FDOT District 6 I ROLE Engineer of Record <br />EOR responsible for as-built bridge load rating, In-house consultant responsible for shop <br />drawing review of temporary bracing with modification with FDOT standards. The bridge <br />consists of FIB-54 with a single span of 139 feet.
