<br /> <br /> <br /> <br />23 <br /> <br />CONTINUING PROFESSIONAL ARCHITECTURAL & ENGINEERING CONSULTING SERVICES (CCNA) RFQ 26-07-01-0-2026C <br /> <br />ECF evaluated the major engineered systems serving three Port buildings. The electrical assessment <br />covered power distribution, switchgear, panels, conduits, wiring methods, lighting and controls, <br />grounding, emergency systems, code compliance, equipment condition, and remaining service life. ECF <br />developed prioritized recommendations for repairs and upgrades and then prepared construction scopes, <br />repair drawings, and bid-ready documents to support rehabilitation and modernization. <br />Relevance to Sunny Isles Beach: This work demonstrates the assessment-to-design delivery model that <br />Sunny Isles Beach will need for aging City facilities. It also reflects waterfront exposure, operating-facility <br />constraints, long-term capital planning, and the need to distinguish immediate safety corrections from <br />planned equipment replacement. <br />Project completion occurred in 2020. Confirm with the proposal manager whether this project will be used as an MQR <br />project and whether the City will accept the contract date range. <br />Palm Beach County Sheriff’s Office Main Complex Electrical System Upgrade and Expansion <br />Project Information Details <br />Client Palm Beach County Sheriff’s Office <br />Location West Palm Beach, Florida <br />Dates May 2019 to June 2019 <br />Project / Construction Value $25,000 <br />Client Contact Alan D. Mentser, PBSO Project Coordinator, Facilities Services; 561-628-5748; <br />mentsera@pbso.org <br /> <br />ECF served as Engineer of Record for an evaluation of the existing transformer, electrical distribution, and <br />subpanels at the main jail complex. The assignment also included design of a new dedicated 20-ampere <br />circuit for operational equipment. ECF reviewed capacity, condition, and code compliance and prepared <br />signed and sealed plans, panel schedules, one-line information, load calculations, and installation <br />guidance for work in a security-sensitive, continuously occupied facility. <br />Relevance to Sunny Isles Beach: The project is relevant to Sunny Isles Beach police, emergency, public- <br />works, and other critical facilities where shutdowns must be controlled and new loads must be added <br />without compromising existing operations. It demonstrates ECF’s ability to deliver a focused, small <br />electrical task order quickly and with the same technical discipline applied to a larger capital project. <br />This project predates the 2020-2025 MQR window and should be presented as supplemental experience unless the City <br />confirms otherwise. <br />3.7 Practical Competitive Advantages <br />• Task-order responsiveness. ECF will use a small core team with direct Project Manager and Engineer- <br />of-Record involvement, allowing the City to move from request to a defined scope without multiple <br />management layers.
