<br />•South Florida field and permitting experience. ECF’s work includes Miami-Dade recertification, public
<br />facilities, exterior lighting, utility coordination, waterfront properties, municipal buildings, and
<br />occupied facilities.
<br />•Small-project delivery discipline. ECF is structured to handle focused assignments such as a
<br />transformer review, circuit addition, photometric study, generator modification, or permit correction
<br />without forcing a large-project process onto a small task.
<br />•Assessment through construction. The same team can investigate a problem, define alternatives,
<br />prepare construction documents, support permitting and bidding, and remain involved during
<br />construction.
<br />•Constructability and operational continuity. ECF plans outages, access, temporary power, phasing,
<br />and maintenance requirements before final documents are issued.
<br />•Core electrical work performed in-house. ECF retains direct control of project management, electrical
<br />design, quality control, and construction support and will satisfy the City’s minimum self-performance
<br />requirement.
<br />3.8 Predictive Methodology for Continuing Services
<br />ECF will apply the predictive methodology developed through its current municipal facility work and tailor it to Sunny
<br />Isles Beach’s continuing architectural and engineering services program. The methodology helps the City identify
<br />electrical system needs before they become emergency repairs, budget pressures, schedule delays, or service
<br />interruptions. For each authorized task order, ECF will combine field observations, record-document review, input
<br />from City operations staff, code and permitting requirements, FPL coordination, coastal exposure, equipment
<br />condition, and capital-priority information to identify the most likely technical, cost, schedule, and operational risks.
<br />This approach fits the City’s needs because the City is procuring continuing professional services across multiple
<br />disciplines and will issue assignments that vary in size, complexity, and urgency. ECF’s predictive process gives the
<br />City an early understanding of existing conditions, likely failure points, utility and permitting dependencies, long-
<br />lead equipment, maintenance needs, outage requirements, public-safety issues, and constructability constraints.
<br />The result is a task-order scope that is better defined, better aligned with the available budget, and more likely to
<br />move through design, approval, bidding, and construction without avoidable redesign.
