30 CONTINUING PROFESSIONAL ARCHITECTURAL & ENGINEERING CONSULTING SERVICES (CCNA) RFQ 26-07-01-0-2026C transformer relocations, new services, undergrounding, solar interconnections, planned outages, specialty equipment, and permit reviews. •Establish milestone dates and the City’s review periods at the start of the task. •Identify long-lead utility, equipment, permitting, and procurement items during preliminary design. •Use short-interval look-ahead planning during compressed assignments and construction support. •Issue meeting notes and action items with responsible parties and required dates. •Escalate unresolved decisions before they affect the critical path. •Coordinate outage windows and temporary-power requirements with facility operations before bidding. •Revise the schedule when the authorized scope changes and document the effect on downstream milestones. 4.5 Quality Assurance and Quality Control Quality control is built into production; quality assurance is an independent check before formal submission. The design engineer is responsible for the accuracy and coordination of the work as it is developed. A qualified reviewer who is not responsible for day-to-day production will review the milestone package before it is issued to the City. Calculations Load calculations; voltage drop; short-circuit data; equipment ratings; grounding; generator and transfer-switch sizing; lighting and photometrics; energy-code requirements; applicable coordination studies. Drawings One-line diagrams; plans; circuiting; panel schedules; details; equipment clearances; notes; demolition; phasing; temporary power; utility point of connection; interdisciplinary coordination. Specifications Consistency with drawings; approved products; coastal materials and coatings; testing; commissioning; submittals; closeout; warranties; outage and sequencing requirements. Cost and Schedule Quantity consistency; equipment scope; allowances; alternates; escalation; constructability; long- lead items; utility and permit dependencies. Permit and Bid Readiness Applicable code editions; City and Miami-Dade requirements; FPL criteria; signed-and-sealed requirements; permit forms; bid forms; coordination of addenda and responses. Formal submissions will not be released until comments from the independent review are resolved or specifically accepted by the Project Manager and Engineer of Record. ECF will maintain review records in the project file.
