<br />4.6 City-Specific Technical Controls

<br />Salt-Air and Corrosion
<br />Select enclosures, raceways, fixtures, disconnects, fasteners, supports, coatings, gasketing,
<br />and penetrations for the actual exposure. Use NEMA-rated and corrosion-resistant materials
<br />where warranted and provide details that prevent water retention and galvanic
<br />incompatibility.
<br />Hurricane, Flood, and Surge Coordinate wind anchorage, flood exposure, equipment elevation, lightning protection
<br />interfaces, surge protective devices, grounding, access after storms, and restoration
<br />priorities.
<br />Occupied Facilities and High-Rise
<br />Context
<br />Plan outages, noise, access, temporary power, egress, resident or public notifications, and
<br />phased installation. Avoid designs that require broad shutdowns when selective work is
<br />feasible.
<br />FPL and Utility Coordination Confirm service voltage, available capacity, metering, transformer requirements, easements,
<br />service point, fault-current data, undergrounding constraints, renewable interconnection,
<br />and outage scheduling early.
<br />Public Lighting Use photometric analysis, uniformity, glare control, maintenance access, fixture availability,
<br />pole placement, energy use, controls, and coordination with trees, utilities, drainage, traffic,
<br />and pedestrian routes.
<br />Emergency and Critical Power Establish critical-load priorities with City operations, verify generator and transfer capacity,
<br />evaluate fuel and runtime requirements in coordination with other disciplines, and define
<br />testing and commissioning.

<br />4.7 Communication, Issue Resolution, and Complaints
<br />The Project Manager will be the City’s single point of accountability. Technical staff may coordinate
<br />directly with City personnel when efficient, but commitments affecting scope, fee, schedule, or design
<br />direction will be documented through the Project Manager. ECF will maintain a concise action and
<br />decision log for active assignments.
<br />• Routine questions will be acknowledged promptly and answered by the person responsible for the work.
<br />• Issues affecting public safety, facility operation, schedule, cost, permitting, or utility service will be
<br />brought to the City Project Manager immediately.
<br />• A complaint will be acknowledged the same business day when received during normal business hours.
<br />The Project Manager will investigate, identify the responsible action, and provide the City with a
<br />response or recovery plan.
<br />• Unresolved matters will be escalated to the Principal-in-Charge without forcing City staff to repeat the
<br />history of the issue.
<br />• Meeting notes will identify decisions, action owners, and due dates. ECF will not rely on informal verbal
<br />direction for changes that affect the authorized task order.

<br />4.8 Construction-Phase Management
<br />Construction administration will be scaled to the task order but will remain disciplined. ECF will review
<br />contractor submittals and RFIs against the contract documents, observe work at appropriate stages,
<br />document deviations, evaluate proposed changes, and assist the City in distinguishing a legitimate
<br />concealed condition from contractor means and methods or incomplete work. Planned outages,
