<br />temporary power, testing, and system activation will be coordinated in advance with City operations and
<br />FPL when applicable.
<br />• Maintain submittal, RFI, change, and observation logs.
<br />• Review substitution requests for ratings, code compliance, coastal suitability, maintainability, lead time,
<br />and lifecycle impacts.
<br />• Observe underground and concealed electrical work before it is covered when included in the
<br />authorized scope.
<br />• Review generator, transfer-switch, lighting-control, EV-charging, solar, security-power, and other
<br />functional testing required by the documents.
<br />• Prepare punch-list observations and verify closeout responses.
<br />• Review contractor record drawings and provide final revised design files as required by the City.
<br />4.9 Scalable Delivery for Small and Complex Task Orders
<br />Many assignments under this contract will be small. A panel-capacity review, exterior-lighting correction,
<br />generator connection, new circuit, EV-charger study, or permit response may require only a Project
<br />Manager, an electrical engineer, and a designer. ECF will not burden those assignments with unnecessary
<br />meetings or deliverables. More complex work, such as a City facility renovation, street-lighting program,
<br />solar canopy, utility relocation, or emergency-power project, will add the necessary engineering,
<br />estimating, BIM/CADD, construction, and specialty support while retaining the same accountable Project
<br />Manager.
<br />4.10 Performance Commitments

<br />Responsiveness Acknowledge task requests within one business day and identify immediate information or
<br />access needs.
<br />Accountability Assign one Project Manager responsible for scope, fee, schedule, coordination, quality, and
<br />communication.
<br />Budget Control Track labor by task and address potential scope or budget changes before unauthorized work
<br />is performed.
<br />Schedule Control Identify City, FPL, agency, procurement, equipment, and construction dependencies in the task
<br />schedule.
<br />Quality Complete independent QA/QC before formal milestone and permit submissions.
<br />Constructability Address phasing, outages, temporary power, access, maintenance, and coastal durability in the
<br />design documents.
<br />Transparency Maintain clear meeting notes, action items, decision records, and issue logs.
<br />Closeout Resolve punch-list items and provide complete record information and final electronic
<br />deliverables.
