Fennell, Inc., doing business as ECF Engineering Consultants, is a multidisciplinary engineering firm <br />headquartered in West Palm Beach. ECF provides electrical engineering, mechanical engineering, <br />plumbing and fire protection engineering, utility and infrastructure design, permitting support, <br />construction administration, and commissioning support for public and private clients. The firm’s Building <br />Services Group works from existing-condition assessment through design, bidding, construction, and <br />closeout, which is the delivery model required for a municipal continuing services contract. <br />For the Electrical Engineering discipline, ECF will provide the City with direct access to the Project Manager <br />and Electrical Engineer of Record. Core electrical work will be performed by ECF staff.
