8 CONTINUING PROFESSIONAL ARCHITECTURAL & ENGINEERING CONSULTING SERVICES (CCNA) RFQ 26-07-01-0-2026C 2.2 Firm Profile E.C. Fennell, Inc., doing business as ECF Engineering Consultants, is a multidisciplinary engineering firm headquartered in West Palm Beach. ECF provides electrical engineering, mechanical engineering, plumbing and fire protection engineering, utility and infrastructure design, permitting support, construction administration, and commissioning support for public and private clients. The firm’s Building Services Group works from existing-condition assessment through design, bidding, construction, and closeout, which is the delivery model required for a municipal continuing services contract. For the Electrical Engineering discipline, ECF will provide the City with direct access to the Project Manager and Electrical Engineer of Record. Core electrical work will be performed by ECF staff.
