U N D E R S TA N D I N G T H E C I T Y <br />Understanding the City of Sunny Isles Beach <br />Sunny Isles Beach is not a generic municipal client. It is a two-and-a-half-square-mile barrier island in northeast Miami-Dade <br />County, bounded by the Atlantic on the east and the Intracoastal on the west, with a single arterial spine running its length. Almost <br />every capital project the City undertakes is shaped by that geometry: constrained sites, salt and storm exposure, a road it does not <br />own, and neighbours within a few hundred feet of the work. The notes below describe how we expect task orders under this <br />contract to behave — and why our recent work is a direct fit. <br />A B A RRI ER ISL AND FI RS T, A CITY S ECON D <br />Design here begins with water. FEMA flood elevations, freeboard, and the <br />Florida Building Code’s High-Velocity Hurricane Zone provisions govern the <br />ground plane before any programme is set; king tides, salt-laden air, and wind- <br />borne debris govern the assemblies above it. Sea-turtle-conscious exterior <br />lighting and dune protection apply to anything east of Collins. This is precisely <br />the ground we are working on now at the Golden Beach Wellness Center — a <br />civic building seven miles up A1A on the same barrier island, on a compact <br />coastal site with the same flood-elevation and resilience constraints. <br />THE COLLI NS AV ENUE COR RIDO R <br />Collins Avenue is State Road A1A, which places design, permitting, and lane <br />closures within FDOT District 6 jurisdiction alongside the City’s own Public Works <br />permits. The City’s ongoing Collins and Golden Shores undergrounding work, its <br />intersection-safety and off-Collins bicycle initiatives, and its Transportation <br />Master Plan all point the same direction: work in this corridor is as much about <br />maintenance of traffic, pedestrian continuity, and neighbour notification as it is <br />about the finished product. We plan MOT and phasing as a design deliverable, <br />not a contractor afterthought. <br />PE RMI T TING I S A MU LT I-AGENCY PATH <br />The RFQ is explicit that the consultant obtains all approvals. On this island that <br />routinely means the City Building Department and Public Works, Miami-Dade <br />RER/DERM, Miami-Dade Water & Sewer, FDOT District 6 for anything touching <br />A1A, and FDEP or the Army Corps for coastal, seawall, and mangrove work. We <br />sequence these in parallel rather than in series, hold float ahead of the reviews <br />we do not control, and maintain a live permit-tracking log per agency — the <br />approach set out under Scheduling. <br />S MALL, FAST TASK OR DER S — NOT MEG A PROJE CTS <br />This contract caps construction value at $7.5 million and study fees at $500,000, <br />with a $325 hourly ceiling and assignments issued at the City’s discretion or by <br />rotation. That describes a steady stream of modest, quick-turn work: park <br />buildings, facility renovations, adaptive reuse, feasibility studies, plan review, and <br />Commission presentations. It is the work a two-principal firm does well and a <br />large multidisciplinary firm often staffs with its most junior people. Every task <br />order here is led personally by the Principal. <br />W HAT T HE CIT Y’S P UB LISHE D CAP ITAL I M PROVE ME NT PROGRAM TE L L S US <br />Intracoastal Sports Park <br />158 St & Collins — courts plus a small <br />restroom, storage and staff building. Directly <br />comparable in type and scale to our current <br />civic work. <br />Government Center Annex <br />18050 Collins — a former restaurant <br />converted to Building Department offices <br />with a café tenancy. Commercial-to-civic <br />adaptive reuse is core Dempsey Design work. <br />Bella Vista Bay Park <br />Restrooms, concession, decking, seawall and <br />mangrove mitigation — waterfront civic <br />amenity requiring DERM and Corps <br />coordination. <br />Le Richelieu / Pelican Park <br />18126 Atlantic Blvd — a cleared parcel <br />planned as green space extending Pelican <br />Community Park. Site and open-space <br />planning at neighborhood scale. <br />Drawn from the City’s published Active Capital Projects list and Capital Improvement Program (sibfl.gov).
