Two of the four active projects complete in 2026, and only <br />one is in document production. Dempsey Design can carry three to four <br />concurrent task orders at the scale contemplated by this RFQ — construction <br />value to $7.5M, or studies to $500,000 — while sustaining current commitments. <br />Overlapping assignments are absorbed by scaling the consultant bench <br />identified in Section 3, not by reassigning the Principal. <br />No substitution without written approval. Per RFQ Section 3.5, the personnel <br />named in this proposal — Eric J. Dempsey, AIA, Principal-in-Charge, and Hui <br />Zhou, PMP, Project Manager / QC lead — shall remain assigned throughout <br />the contract term.
