That is the entire quality system in one <br />sentence.” <br />PRINCIPAL SIGN-OFF IS NON-DELEGABLE. <br />Four reviews, every set. No drawing set is issued — to the City, to a <br />permitting authority, or to a bidder — until it has cleared four <br />sequential reviews. (1) Coordination review: the federated Revit model <br />is checked for interference between architectural, structural, and MEP <br />work, with unresolved conflicts logged rather than deferred. (2) Code <br />and accessibility review: the set is checked against the Florida Building <br />Code, the Florida Accessibility Code, FEMA flood-elevation <br />requirements, and applicable Miami-Dade County and City of Sunny <br />Isles Beach ordinances. (3) Constructability and completeness review: <br />sheet-by-sheet against a standing office checklist covering references, <br />tags, schedules, details called and drawn, and specification alignment. <br />(4) Principal review and seal: Eric J. Dempsey personally reviews and <br />signs off before release, on every task order. <br />How consultant work is held to the same standard. Sub-consultant <br />deliverables are not simply bound into our set.  Each consultant <br />submission is back-checked against the architectural model and <br />confirmed at key milestones, helping resolve coordination issues <br />before they reach the field. <br />Principal review in progress, prior to seal and release. <br />Issue tracking and closeout. Procore will be used to track review <br />comments, RFIs, submittals, and field issues through closeout. Each <br />item is assigned, tracked to resolution, and closed by the originating <br />reviewer, creating a continuous record through punch list and record <br />drawings. <br />In practice. On Golden Beach Wellness Center, a spiral-geometry civic <br />building on a constrained coastal site, the full project was modeled in <br />Revit specifically so that structural geometry from Jezerinac Group and <br />mechanical routing from ECF Consultants could be resolved against <br />the architecture continuously rather than at milestone hand-offs. That <br />approach is the office standard, not a project exception — Roche <br />Innovation Center and Sabic China Research & Design Center were <br />delivered on the same model-based coordination discipline. <br />Q C /QA RE VI E W CY C L E <br />REVI E W GAT ES & RESP O N S I BIL I T Y <br />F I E LD VE R I F IC ATION <br />Existing-condition documentation is verified on site by the Principal <br />before design begins — laser measurement, photographic survey, and <br />where warranted, drone imaging and photogrammetry — so that record <br />drawings are confirmed rather than assumed. <br />Responds to RFQ # 26-07-01, Section 5, Item 4 — Approach / Methodology (quality control / quality assurance). <br />Coordination — Project Manager (H.
