4. Approach / Methodology <br />Design and Construction Cost Conrol <br />Edgewater Group maintains cost control throughout the design and construction phases <br />by establishing a clear project scope, identifying budget constraints early, and continuously <br />evaluating design decisions against the available construction budget. During design, we <br />develop preliminary opinions of probable construction cost at key milestones, evaluate <br />material and system alternatives, coordinate with the Owner and project team to identify <br />potential cost impacts, and refine quantities as the design progresses. Constructability, <br />durability, permitting requirements, and long term maintenance costs are also considered <br />to minimize unnecessary redesign and potential change orders. <br />During construction, cost control is maintained through careful review of contractor bids, <br />pay applications, proposed substitutions, requests for information, and change order <br />requests. Edgewater Group monitors completed quantities and project progress, evaluates <br />proposed additional costs against the contract scope, and promptly communicates <br />potential budget impacts to the Owner. This approach allows cost concerns to be identified <br />and addressed early while maintaining the required quality, schedule, and performance. <br />Cost Estimating <br />Edgewater Group develops cost estimates using historical costs from comparable projects, <br />current material and labor pricing, project specific quantities, and our experience with <br />similar marine, coastal, and civil construction. Estimates are progressively refined as the <br />design advances and additional information becomes available. When appropriate, we <br />also consult with qualified contractors and industry partners to validate unit costs and <br />confirm that overall budget assumptions remain reasonable and reflective of current <br />market conditions. <br />Cost Control <br />33RFQ #26-07-01 Edgewater Group
