<br />Jessica Turner is a senior project manager who brings 26 years of combined experience in
<br />environmental consulting, regulatory oversight, and oilfield and utility industries. Jessica
<br />has extensive experience with real estate due diligence, Brownfield redevelopment, impacted
<br />site assessment and remediation projects regulated under RCRA, CERCLA, and state cleanup
<br />programs, and vapor intrusion assessment and mitigation. She has an excellent track record
<br />of providing outstanding customer service for clients, producing high quality technical
<br />documents, and meeting project deadlines.
<br />PROJECT EXPERIENCE
<br />Rome-Floyd County Development Authority (RFCDA), US EPA Brownfields Community-
<br />Wide Assessment Grant, GA. Project manager responsible for implementation of $500,000
<br />assessment grant including Phase I and II ESAs, hazardous building materials surveys
<br />(asbestos and lead-based paint), community engagement, and cleanup and reuse planning.
<br />Responsible for managing grant schedules, site eligibility determinations and EPA reporting
<br />requirements. Preparation of Voluntary Remediation Program application to address lead-
<br />impacted surface soils from historic leaching lead-based paint applied to the exterior walls of
<br />former warehouses.
<br />Confidential Real Estate Developer, 200+ Acres of Land, Nashville, TN. Managed the
<br />Phase I and Phase II ESAs of a former dairy cattle farm with a concentrated animal feed
<br />operation (CAFO). Soil samples collected for analysis of metals, ammonia, nitrate/nitrite,
<br />and phosphorus did not identify elevated concentrations, allowing for the redevelopment to
<br />proceed as planned.
<br />Raceway, Former Gas Station, Kingston, TN. Groundwater and vapor intrusion
<br />investigation at a former UST facility. Developed the remediation design for achieving risk
<br />based cleanup levels for future commercial use documented in the Risk Analysis Report
<br />(RAR) submitted to TDEC.
<br />Confidential Pipeline Client, Pipeline Terminal Facilities, NC, TN, and VA. Project
<br />Manager responsible for overseeing the Phase II ESA soil and groundwater investigations at
<br />pipeline terminal facilities to establish baseline conditions prior to property transfers.
<br />Blue Water Development Corp., Jellystone Campground, KY. Managed the Phase I
<br />and Phase II ESAs of a RV campground with expansion plans. Historic natural gas wells
<br />were identified with no documentation regarding waste disposal practices during their
<br />development, use and abandonment. Geophysical surveys and soil sampling were
<br />conducted to evaluate these potential historical impacts.
<br />Confidential REIT Entities, Mobile Home Parks, Nationwide. Managed multiple Phase I
<br />and Phase II ESAs of mobile home communities across the country. Identified RECs included
<br />gasoline, diesel, and heating oil USTs/ASTs, maintenance facilities, and clandestine drug labs
<br />(CDLs).
<br />Confidential Petroleum Pipeline Client, Warehouse Facility, Austell, GA. Project Manager
<br />responsible for the soil and groundwater investigation and preparation of a Prospective
<br />Purchaser Corrective Action Plan (CAP) for a commercial Brownfield redevelopment project
<br />with impacts from former automotive and equipment maintenance activities. Delineated,
<br />excavated, and disposed of metals-impacted soil to meet non-residential future use
<br />criteria. Prepared the Compliance Status Report (CSR) demonstrating compliance for future
<br />commercial use.
<br />Confidential REIT Entity, Agricultural and Wooded Parcels, Nationwide. Conducted
<br />numerous Phase I and Phase II ESAs of large agricultural and wooded parcels. Identified
<br />potential concerns included pesticide storage, farm equipment maintenance operations,
<br />cattle dip tanks, crude oil pipelines, wells, and bulk storage tanks, former orchards,
<br />application of biosolid fertilizers with potential PFAS, and adjoining/nearby manufacturing
<br />facilities.
