Daniel Guth
<br />Senior Professional / Water Quality Specialist
<br />Daniel Guth is a senior professional in GEI’s Raleigh, NC office. Mr. Guth is a water quality
<br />specialist with over 15 years of experience including ecotoxicological studies, review and
<br />development of water quality criteria for the protection of aquatic life, assisting with NPDES
<br />permit review and permit applications, habitat assessments, aquatic life surveys, analysis
<br />of data and report preparation. One area of technical expertise is the development and
<br />basis of aquatic life criteria for Clean Water Act compliance, including the development and
<br />updating of toxicity databases, criteria derivation and modification, site-specific criteria
<br />development, and the use and development of metals bioavailability models, such as the
<br />biotic ligand model for derivation of site-specific metals criteria. In addition to the work in
<br />the private sector, Mr. Guth has experience in the public sector as a NPDES permit writer for
<br />Region 8 of the Environmental Protection Agency. During this time, Mr. Guth drafted NPDES
<br />permits in accordance with the Clean Water Act, federal regulations, and state water quality
<br />standards for facilities located on Tribal Lands, Lands of Exclusive Federal Jurisdiction, and
<br />Federal facilities.
<br />PROJECT EXPERIENCE
<br />MS4 Permit Compliance, University of California, Riverside, Riverside, CA. Assisted in
<br />the development of a dry weather Facility-specific Bacteria Reduction Plan (FBRP) to comply
<br />with Phase II Small Municipal Separate Storm Sewer System Permit requirements. Completed
<br />a site characterization and evaluated if, when, and where water from dry weather events
<br />could leave the campus. This information was used to evaluate whether MS4 discharges have
<br />the potential to reach downstream impaired waters.
<br />Technical Support for CDPS Permit - Data Review, Cripple Creek and Victor, Cripple
<br />Creek, CO. Reviewed concentrations of organic and inorganic parameters, Whole Effluent
<br />Toxicity (WET) test results, and basic WET chemistry to identify toxicants contributing to
<br />effluent toxicity observed in WET test failures. Summary report provided recommendations
<br />for further monitoring of specific parameters and test manipulations to conclusively identify
<br />toxicants.
<br />Site-Specific Cadmium and Zinc Criteria, Resurrection Mining, Temkin, Wielga & Hardt
<br />LLP, Leadville, CO. Drafted a Use Attainability Analysis to identify appropriate cadmium and
<br />zinc criteria for Segments 8a and 8b on Iowa Gulch. Proposed site-specific standards based
<br />on data from a multi-year biomonitoring effort to identify resident fish and invertebrate
<br />species. Resulting site-specific standards received full support from regulators and were
<br />adopted by the Colorado Water Quality Control Commission in 2019.
<br />Multi-Model Approach to Identify Cause of Effluent Toxicity, Tri-State Generation &
<br />Transmission Association, Inc., Rifle, CO. Developed an approach using Biotic Ligand
<br />and Salinity-Toxicity Relationship models to identify the toxicant(s) causing whole effluent
<br />toxicity test failures. Results from this innovative multi-model approach were used to
<br />establish treatment goals and proposed modifications to the existing treatment methods.
<br />Reasonable Potential of Aluminum Using the Bioavailable Method, North American
<br />Coal, Ackerman, MS. Assisted in the adoption of a site-specific adoption of the aluminum
<br />criteria using the EPA’s 2018 multiple linear regression (MLR) method and incorporated the
<br />use of the aluminum bioavailability method to support a finding of no reasonable potential.
<br />Mississippi Department of Environmental Quality reviewed the findings and removed
<br />aluminum limits from the facilities NPDES permit.
<br />Development of Copper Biotic Ligand Model-based Site-specific Standards for the Big
<br />Thompson River, Mott McDonald, Denver, CO. Worked to develop a Biotic Ligand Model-
<br />based, site-specific, copper standards for the Big Thompson River in Estes Park, CO. Provided
<br />testimony at the Colorado 303(d) hearing in response to the WQCD’s proposed listing of
<br />impaired segments. Assisted with data review, drafted technical reports, and helped inform
<br />strategy for additional issues related to water quality.
