GEI Consultants | City of Sunny Isles Beach | RFQ 26-07-01 41 <br />Conley Terminal Modernization <br />South Boston, Massachusetts | Massachusetts Port Authority <br />GEI has supported Massport in multiple projects to modernize Conley <br />Terminal including the New Berth 10, Berths 11 and 12 Rehabilitation <br />and Upgrade and the New Gate Processing Facilities. <br />GEI led a multi-disciplinary team to design berthing facilities to accommodate the new <br />Panamax-size vessels. These new vessels were anticipated upon the completion of the <br />upgrades for the Panama Canal and the deepening of the existing ship access channels <br />leading into Conley Terminal by the U.S. Army Corps of Engineers. Previous studies <br />indicated that the existing Ship to Shore (STS) cranes were not capable of servicing <br />the larger vessels. An initial concept design study identified a location with higher air <br />draft available and prepared concept design options for a new Berth 10. Eff ort included <br />investigation of air draft limitations; evaluation of future container ship sizes; container <br />crane requirements to service the larger ships; berth length and draft requirements; <br />conceptual layouts; identification of regulatory impacts; and development of probable <br />construction costs. <br />GEI performed design and assisted Massport throughout the permitting phase. The <br />proposed site presented a number of issues including very restricted berth widths and <br />contaminated soils on site. Dredging included removal of light non-aqueous phase liquid <br />(LNAPL) contaminated soils, historic fills, and rock removal. The design phase included <br />design of a steel pipe pile supported concrete deck, steel pile supported crane rail beam, <br />dredge design including blasting for rock removal, and upgrading electrical service to <br />Conley to accommodate the additional load from the new STS cranes. <br />GEI led the team producing the bid and construction documents, was responsible for <br />the design of all pier structure elements, and provided construction phase services and <br />site inspection. <br />GEI led a second project team to rehabilitate and upgrade Berths 11 and 12. The proposed <br />deepening of the vessel berths required modifications to existing Berth 11 to allow <br />dredging. GEI performed design and assisted with permitting. The design included a <br />DATES <br />2017-Ongoing <br />FEES <br />GEI Fee: $13,950,000 <br />Construction Fee: $150M <br />The Berth 10 project was awarded <br />at $88M, approximately 12% below <br />the Engineer’s Estimate of $100M. <br />This reduced cost is primarily <br />attributable to the selected <br />contractor already being mobilized <br />on site for the Berths 11 and 12 <br />project, allowing mobilization <br />eff iciencies to be reflected in the <br />bid.
