GEI Consultants | City of Sunny Isles Beach | RFQ 26-07-01 5151 The Town Dock is a public recreation facility located in Port Washington, NY along the eastern shoreline of Manhasset Bay. The site provides public access for parking while serving as a popular location for fishing and tourism. The structure also supports multiple floating dock platforms for use as kayak launches, tour boat mooring, and harbor police boats. In Summer 2015, GEI’s waterfront engineers (formerly of Rising Tide Waterfront Solutions) were invited by the Town of North Hempstead to perform a comprehensive evaluation of the facility’s condition and develop recommendations for structural rehabilitation and maintenance in response to damages sustained during Superstorm Sandy. This initial scope of work comprised of an above and below water inspection of the facility, a Phase 1 environmental site assessment, review of existing bathymetric survey data, and soil borings with a full geotechnical report. Through committed eff orts and careful coordination with Town off icials, GEI staff completed these services before the year’s end. Acknowledging the value of the detailed reports regarding the damages that the structure sustained during Superstorm Sandy, the Town retained GEI’s staff to further assist with application for FEMA grant funding, and FEMA obligated funding for the in-kind replacement of Town Dock. In 2019, Rising Tide was short-listed as a preferred firm to lead the FEMA-funded replacement design eff ort and was ultimately awarded work as a subconsultant to the prime consultant to manage the waterfront-specific aspects of the design. Since joining GEI, the same staff have engaged as the Agent to the Town of North Hempstead requesting authorization from federal and state regulatory agencies for the replacement of the steel sheet pile bulkhead and will continue to serve as the design team’s representative throughout the construction process. GEI is currently serving the Town as a waterfront subconsultant responsible for the permitting and design necessary to reconstruct the bulkhead along with redesigning the dock space north of the dock and nourishing the southern coastal stone protection. We anticipate the project to enter contractor solicitation and construction in 2026. Key challenges have included: • Comprehensive reporting with repair recommendations, FEMA CEF presentation, and funding solicitation • Geotechnical, Topographic, and Ground Penetrating Radar (GPR) studies • Assessment of the Cathodic Protection System, where present, with location provided through drone study DATES 2015-Ongoing Initial evaluation and reporting began in 2015. FEMA grant funding and design phases have been ongoing since 2019. Construction is anticipated to begin in 2026. The project is progressing according to the anticipated schedule, with GEI providing comprehensive engineering and permitting services to support a seamless transition to construction FEES Estimated $19.6M construction budget. The project is currently in the bid phase; actual construction costs are not yet available.
