<br />Responsible for conducting and coordinating field utility investigations, operating utility locating
<br />equipment, documenting subsurface utility data, and supporting Quality Level B and Quality Level A
<br />investigations.
<br />HADONNE proposes Frank Paruas, PSM, Vice President and Survey Operations Manager, as Project Manager for this Contract. Mr. Paruas
<br />brings extensive experience supporting municipalities, counties, and transportation agencies. His leadership combines technical
<br />expertise, regulatory knowledge, and proven management skills to ensure efficient project execution, responsiveness, and compliance
<br />with City and County standards. Mr. Paruas has managed numerous continuing services and districtwide contracts for the Florida
<br />Department of Transportation Districts 4 and 6, as well as projects for Miami-Dade County Department of Transportation and Public
<br />Works (DTPW), Miami-Dade Aviation Department (MDAD), Miami-Dade Water and Sewer Department (MDWASD), and several
<br />municipalities, including the City of Miami, City of Miami Beach, and City of Opa-locka. This experience has provided him with the
<br />expertise necessary to successfully manage projects of similar scope, size, and complexity to those contemplated under this RFQ. Mr.
<br />Paruas possesses extensive expertise in all anticipated type of work for this Contract, including Boundary and Topographic Surveys,
<br />Sketch and Legal descriptions, survey layout, and hydrographic surveys.
<br />Mr. Paruas will dedicate the time and resources necessary to ensure the successful execution of the Project from notice to proceed
<br />through final delivery. His responsibilities include overall project oversight, scheduling, budgeting, coordination of survey and SUE
<br />activities, resource allocation, quality management, and client communication. The Project Manager will conduct regular progress
<br />reviews, monitor project milestones, promptly address challenges or changes in scope, and ensure appropriate staffing levels are
<br />maintained throughout the assignment. By leveraging HADONNE's experienced survey professionals, field crews, and technical support
<br />staff, the Project Manager will provide responsive leadership and effective resource management to meet project objectives, maintain
<br />schedule commitments, and deliver high-quality services.
