18IWFLFTLD016838.2026 ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) RFQ # 26-07-01 CONTINUING PROFESSIONAL Our Understanding of Sunny Isles Beach In Sunny Isles Beach, nearly every park, streetscape, and drainage project sits at the intersection of three jurisdictions: City, County, and FDOT, and knowing where one ends and the next begins is essential to keeping work on schedule. Our team navigates this framework every day. The City’s defining feature is its main corridor: Collins Avenue runs the length of the island as State Road A1A, an FDOT District Six facility currently undergoing an active roadway improvement project. Because A1A is state- maintained, almost any work that touches or drains toward Collins Avenue triggers FDOT coordination for utility permits, drainage connections, and maintenance of traffic, and identifying that FDOT involvement up front keeps the permitting timeline on track. Utility ownership here doesn’t follow the typical South Florida pattern. Potable water comes from NMB Water (North Miami Beach), sanitary sewer belongs to Miami-Dade County (WASD), and fire rescue is provided by Miami-Dade County Fire Rescue. Stormwater, however, is owned and maintained by the City itself, making it the direct client and reviewer for the drainage work most park and streetscape projects depend on. The same split shapes permitting. Depending on the project, we’ll work through the City’s Building, Public Works/ Engineering, and Planning & Zoning departments, coordinate with Miami-Dade County RER/DERM, WASD, and NMB Water, bring in SFWMD or FDEP when the scope calls for it, and go through FDOT District Six for anything in the A1A right-of-way. We know these reviewers and the order they need to be brought in, which keeps surprises off the table. Cesar Borges, PE, our Contract Manager, has spent more than a decade working alongside the FDOT District Six Drainage Department and served as Engineer of Record on state-road pump station and drainage designs along A1A corridors, including the S.R. A1A/Harding Avenue and S.R. 907/Alton Road pump stations in Miami Beach. That’s the same agency environment Sunny Isles Beach deals with on its most important corridor. This gives the City the assurance that we know its environment and the agencies it deals with.
