2IWFLFTLD016838.2026 ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) RFQ # 26-07-01 CONTINUING PROFESSIONAL COVER LETTER RE: CITY OF SUNNY ISLES BEACH REQUEST FOR QUALIFICATIONS RFQ #26-07-01; CONTINUING PROFESSIONAL ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES (CCNA) Dear Members of the Selection Committee: Kimley-Horn is pleased to submit our qualifications to the City of Sunny Isles Beach for RFQ #26-07-01, Continuing Professional Architectural and Engineering Consulting Services. With 59 years of experience, a strong South Florida presence, and the resources of a nationally recognized firm, Kimley-Horn offers the City the local, responsive, multidisciplinary capabilities needed to support a wide range of municipal assignments. As your Contract Manager, I will serve as the City’s primary point of contact and remain directly involved from the first task order through final closeout. I understand that a continuing-services contract succeeds when the City can reach its consultant quickly, receive clear answers, and rely on the right technical resources without unnecessary delay. I will work closely with our Discipline Category Leads to define each assignment, align the appropriate staff, coordinate technical reviews, and keep City staff informed of schedule, budget, decisions, and potential issues. This hands-on approach will provide continuity across task orders while giving the City direct access to Kimley-Horn’s broader resources when specialized support is needed. To support this commitment, I have assembled a local, multidisciplinary team backed by Kimley-Horn’s Tri-County offices. We can perform the vast majority of the most requested services in-house, allowing us to mobilize highly qualified staff quickly, maintain accountability across disciplines, and provide consistent quality. As one of Florida’s largest civil engineering firms, Kimley-Horn has extensive experience supporting South Florida municipalities through continuing- services and on-call contracts with scopes comparable to RFQ #26-07-01. Our proposed discipline leaders are: GENERAL CIVIL ENGINEERS. As Contract Manager and General Civil Engineering Lead, I bring 26 years of experience in planning and detailed design, drainage design, pump stations, stormwater modeling, water and sewer systems, and roadway drainage. My background directly supports the City’s flood mitigation and infrastructure priorities. My experience in hydrology and hydraulics, environmental permitting, and utility coordination will help the City advance practical, resilient improvements that protect neighborhoods, public facilities, and the shoreline.Cesar Borges, PE LANDSCAPE ARCHITECTURE. George Puig, PLA, brings 35 years of South Florida experience aligned with the City’s parks and public realm priorities. His expertise in master planning, urban design, streetscapes, and recreational facilities will support implementation of the City’s 10-year Parks and Recreation Master Plan and the development of resilient, inviting public spaces. His prior leadership as Director of Operations for the Miami Beach office (Legacy EDAW) and Co-Director of the US Resort Practice Line demonstrates the design leadership, project delivery, and client service he brings to each assignment.George Puig, PLA
