45IWFLFTLD016838.2026 <br />ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES <br />(CCNA) RFQ # 26-07-01 <br />CONTINUING PROFESSIONAL <br />Continuing A/E Services Contract – <br />Rickenbacker Causeway/Crandon <br />Boulevard Traffic Data Analysis, <br />Village of Key Biscayne, FL <br />Kimley-Horn prepared a comprehensive traffic <br />data analysis for the Village of Key Biscayne <br />focused on the Rickenbacker Causeway/Crandon <br />Boulevard corridor, the sole roadway connection <br />between the Village and the mainland. The study <br />was undertaken to address recurring congestion <br />during weekends, holidays, and special events <br />that significantly impact residents, visitors, and <br />emergency response operations. The analysis <br />evaluated corridor performance from the I-95 <br />interchange at SW 25th Road/SW 26th Road to <br />Bill Baggs State Park, with particular emphasis on <br />peak-demand conditions that are not adequately <br />captured by traditional traffic datasets. <br />Kimley-Horn consolidated and analyzed historical <br />and newly collected traffic data to develop a data- <br />driven understanding of corridor operations. The <br />study incorporated Rickenbacker Causeway toll <br />gantry data, FDOT annual average daily traffic (AADT) volumes, continuous traffic counts collected in 15-minute intervals, <br />and probe-based travel speed and bottleneck data from the Regional Integrated Transportation Information System (RITIS). <br />Four high-demand special event and holiday weekends were analyzed, including Veterans Day/Country Bay Music Festival <br />(November 2024), We Belong Here Festival (March 2025), Easter Weekend (April 2025), and Memorial Day Weekend (May <br />2025), allowing for direct comparison between typical weekday, typical weekend, and special event conditions. <br />Kimley-Horn conducted detailed corridor capacity and level-of-service (LOS) analyses across eight roadway segments, <br />identifying recurring bottlenecks, over-capacity conditions, and geometric constraints contributing to congestion. The <br />analysis documented peak ingress and egress patterns, quantified volume-to-capacity ratios exceeding LOS F during <br />multiple periods, and identified significant reductions in travel speeds—particularly in the northbound (exiting) direction <br />during evening peak hours. Segment utilization analysis further quantified the proportion of corridor traffic originating from <br />or destined to the Village, supporting informed discussions regarding local versus regional travel demand. <br />The study established a framework to support both near-term operational improvements and longer-term planning <br />initiatives. Kimley-Horn developed preliminary recommendations focused on improved event traffic management, optimized <br />signal timing during peak periods, deployment of Intelligent Transportation Systems (ITS), and development of standardized <br />Event Traffic Management Plans (ETMPs). The findings also support coordination with broader regional initiatives, including <br />the Rickenbacker Causeway Master Plan, Miami-Dade County’s Bear Cut Bridge replacement project, and resilience <br />and sustainability efforts.
