77IWFLFTLD016838.2026 <br />ARCHITECTURAL AND ENGINEERING CONSULTING SERVICES <br />(CCNA) RFQ # 26-07-01 <br />CONTINUING PROFESSIONAL <br />INDEPENDENT REVIEW AND BACKCHECK. Major technical decisions and deliverables will receive an independent <br />review by senior technical staff who were not responsible for preparing the work. Review comments will be documented <br />and tracked through resolution, and the responsible reviewer will backcheck the revised deliverable to confirm that <br />comments have been properly addressed. As appropriate, reviews will also consider constructability, consistency <br />between plans and specifications, bid quantities, permitting requirements, and overall completeness. Subconsultants will <br />be required to follow the same quality procedures and coordinate their reviews with the Kimley-Horn team. <br />FINAL QUALITY ASSURANCE. Before any deliverable is released to the City, the TWO Project Manager and Quality <br />Assurance Manager will confirm that required reviews have been completed, comments have been resolved, and the <br />submittal is complete and consistent with the City’s expectations. Cesar will maintain overall responsibility for quality <br />across the contract and will work with the TWO Project Managers and Discipline Leaders to confirm that the appropriate <br />level of review is applied to every assignment. <br />CONTINUOUS QUALITY AND LESSONS LEARNED. Our senior reviewers evaluate more than technical accuracy. <br />They also consider constructability, coordination between disciplines, clarity of the contract documents, and potential <br />issues that could lead to redesign, permitting delays, field conflicts, or change orders. Just as importantly, Kimley-Horn <br />maintains a strong lessons-learned culture. What we learn on one TWO is carried forward to future assignments, <br />allowing our team to continually improve design quality, coordination, and efficiency over the life of the contract. This <br />continuous improvement approach helps provide the City with more consistent deliverables and reduces the likelihood <br />of recurring issues from one assignment to the next.
